Community Action Partnership Housing Stability Coordinator in St. Paul, Minnesota

Description Job Summary: Under the direction of the Program Director, Financial Opportunities, this position is responsible for the administration and implementation of the Housing Stability Program. The Housing Stability Program works to reduce the disproportionate rates of homelessness experienced by underserved households in Ramsey County by providing coaching, case management, crisis mitigation funds, and resource navigation to families who are at risk of homelessness. Essential Functions(Not All Inclusive): Duties and Responsibilities: Participant Management Provide coaching, case management, crisis mitigation funds, and resource navigation to families who are at risk of homelessness with the goal of stabilizing housing. Establish a partnership with families, using coaching methods, understanding families are resourceful and have the solutions to their challenges. Frequent contact, not limited to, weekly or monthly meetings, including in person, virtual and telephone; meeting with families in the office, community and/or participant home. Conduct eligibility screening, complete assessment, intake and enrollment as appropriate. Develop in partnership with families a strength-based/solution-focused goal plan that promotes housing stability and supports the goals established by the family. Provide resource navigation, supporting families in applying for rental assistance, public benefits and other financial assistance, as well as, programs to support economic stability. Program Management, Outreach, Evaluation and Growth Maintain accurate records and case notes, documenting eligibility and services, and completing data entry. Report data that accurately represent activities contributing to monthly, quarterly, year end program and long-term outcomes consistent with agency, program, and funder requirements. Develop communication materials and conduct outreach strategies. Other duties as assigned Safety: Responsible for conducting all duties in a safe manner. Requirements Education & Experience: Bachelor's degree and 3 years of related experience or an equivalent combination of education and experience (7 years combination) to successfully perform the essential functions of the job is required. Knowledge of the low-income housing arena (homelessness, service providers, housing regulations, and related issues) is beneficial. Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills: Demonstrated commitment to a Diverse, Equitable and Inclusive workplace and community. Experience with Trauma Informed, Strengths-Based, Family-led coaching practices. Lived experience and/or professional experience working with households identifying as BIPOC (Black, Indigenous, and people of color). Lived experience and/or professional experience working with persons who have experienced homelessness. Demonstrated experience providing housing case management to households with low-incomes. Ability to meet department objectives using initiative, self-motivation, organizational skills, and sound judgment. Demonstrated ability working with landlords, including mediation and advocacy to prevent loss of housing. Knowledge or understanding of tenant's rights and responsibilities. Knowledge of crisis intervention and de-escalate practices. Ability to quickly assess a situation and make decisions independently of supervision. Demonstrated interpersonal skills, ability to work collaboratively across programs and disciplines. Proficiency with Microsoft Office Suite, web-based storage/document creation services (Google Drive and Google Docs) and electronic client records management. Must have excellent planning and organization skills. Must maintain strict confidentiality of all information. Knowledge of community resources preferred. Core Technology ompetency: Level 2 - Intermediate 1 Driver's License: Must have a valid driver's license and reliable transportation on a daily basis. Provide transportation for participants as needed or necessary to meet housing goals. Physical Requirements: Requires ability to work out of office as well as in an office setting. Must meet the physical demands of working in the participants' home. Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks, and the ability to function independently. Environmental Requirements: Position requires regular travel across the metro area. Benefits Department: Financial Opportunities Programs Starting Salary Range: $25.20/hr - $28.34/hr or $25.81/hr - $29.05/hr (Bilingual) Schedule: M-F, 40 Hours/Week, Full Year Remote Capability: This position has 0% remote capability.
