Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Homeownership Programs Manager who will oversee the development and implementation of the Homeownership Capacity and Homebuyer Education, Counseling, and Training (HECAT) Fund, which provide funding for grantees to offer financial education coaching and homebuyer education and counseling. This position will manage relationships with grantees and stakeholders, and lead the evaluation and program development. The Homeownership Programs Manager will also manage the day-to-day operations, including collecting and analyzing program reports, reviewing and approving funding requests, and providing training and technical assistance to grantees.

This is a full-time, temporary unclassified position that may last up to a maximum of 3 years.

Essential Job Duties

  • Represent the Agency before grantees and other stakeholders.

  • Lead continuous improvement through completing program evaluations and recommending changes to program policies and processes.

  • Manage the relationship with the external partners such as the Minnesota Homeownership Center (HOC).

  • Review and approve funding requests and disbursements.

  • Provide training and technical assistance to grantees.

  • Perform all other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Four (4) years of grants management or program management experience such as overseeing the development, evaluation, or implementation of programs. A Bachelor’s degree in public policy, public administration, business, finance, accounting, housing, real estate, sociology, or community development/planning may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience

  • Technical skills and proficiency in the Microsoft Office suite (Excel, Word, PowerPoint and Outlook).

  • Ability to develop a thorough understanding of State policies and procedures.

  • Demonstrated skills to establish and maintain effective working relationships with partner and customer groups.

  • Demonstrated communication skills, including ability to comprehend and communicate complex information in plain language.

  • Demonstrated organizational, time management, interpersonal skills and dependability.

  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist

Preferred Qualifications

  • Experience in or knowledge of Minnesota Housing's single family homeownership housing programs, including the programs above.

  • Experience in administering homebuyer education counseling and training or financial coaching programs.

  • Experience in grants management, including compliance with the State of Minnesota Office of Grants Management (OGM) policies.
