In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Fiscal Lead for the Office of Economic Opportunity (OEO) provides leadership, fiscal and budget planning and development, facilitation, and oversight for strategic and daily management of fiscal operations for the division. The position conducts fiscal analysis and develops, implements, and monitors budgeting, accounting, and grant funding administration for OEO. This position oversees the budget change page and fiscal note processes for proposed legislation and upon passage of legislation, works with OEO staff and leadership to coordinate the implementation of policy and programs and has budgetary responsibility over OEO administrative and grant funding. Responsibilities include:
Provide financial expertise and guidance to the management team to support well-informed and timely decisions for OEO to operate within budget funding constraints, financial policies and procedures, and in compliance with legislative mandates and federal requirements.
Develop, implement, and monitor OEO budget and accounting functions to ensure proper and efficient use of resources and alignment with federal, state, and department requirements. Provide sound fiscal management, oversight, and monitoring of OEO accounts.
Provide training and technical assistance to staff on procurement and budget policies, procedures, and forms. Collaborate with and lead project teams to accomplish operational outcomes. Represent OEO as the expert on fiscal-related issues with other divisions, administrations, departments, and community partners.
*This position will need to come into the office in downtown St. Paul an average of 4 times per year for team meetings, trainings, and any other business needs.
Minimum Qualifications

Three (3) years of experience working within budget funding, financial policy, or grants. Experience must demonstrate:
Knowledge of generally accepted accounting and auditing principles and their relationship to fiscal compliance.
Legislative fiscal note and/or budget analysis.
Knowledge of Microsoft Office Suite.
Project management experience.
Familiarity with federal or state processes or procedures sufficient to understand challenges to the activities, expenditures, and practices of state and local agencies relating to the use of federal funds under human services programs.
Development of presentations and educational materials sufficient to train and motivate individuals and groups.
*A Bachelor’s degree in Public Administration, Accounting, Business, or Finance or related field may substitute for one (1) year of professional experience; OR
*A Master’s degree in public administration, Accounting, Business, or Finance or a related field may substitute for two (2) years of professional experience.
Preferred Qualifications
Knowledge of the Statewide (SWIFT) accounting system to access, interpret and evaluate data, develop and improve formats for presentation of financial data and to develop and implement new reporting procedures and methods of analysis of financial information.
Familiarity with federal laws/regulations, legal, political and legislative (state and federal) processes, procedures, and documents sufficient to advise the state and keep its human services programs in federal compliance.
Write complex technical documents sufficient to satisfy the requirements of, and as a basis for, law, rules, department policies, bulletins, legislative reports, and contracts.
Ability to design reporting formats, beyond those provided within the Statewide (SWIFT) accounting system, that provide accurate and appropriate financial information to management.
Ability to work with program and financial staff to meet timelines, quality standards and complete technical reports and business needs and objectives.
Strong project management skills, including the ability to manage multiple projects simultaneously, meet deadlines, and handle high-pressure situations.
Variety of experiences working effectively with others from different backgrounds and/or cultures.
