In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

This position exists to provide leadership, influence policy development, and assist in managing the development, implementation and oversight of a DCYF owned course library as part of a statewide comprehensive professional development system for early childhood care and education practitioners.

Responsibilities include:

  • In coordination with other DCYF staff, provide leadership and ongoing management of the DCYF owned course library which includes courses for Licensing, Parent Aware, CDA and general professional development. This includes oversight of curriculum development and revision including project and contract management.

  • Provide consultation on the process for selection, communication and ongoing support of trainers selected to deliver DCYF courses. Provide consultation to Quality Family Support (QFS) grantees and their contract managers on training delivery policies and implementation.

  • Provide oversight of assigned grants/contracts so they (a) comply with department policies and federal and state laws and regulations; (b) address the needs of agencies and organizations delivering training or developing training curricula; (c) address the needs of diverse cultural and linguistic communities; and (d) achieve Federal and State agency objectives.

  • Perform other duties as assigned and serve as an effective member of the QFS team by contributing as necessary so the entire range of team and division responsibilities and activities are accomplished in an appropriate and timely manner.

Minimum Qualifications

3 years professional experience in an early childhood setting that demonstrates the following:

  • Knowledge of Minnesota’s early childhood system, early childhood development, the delivery of early childhood services, customer profiles and characteristics, and the relationship between child care, early childhood education, parental supports and practitioner training and education sufficient to assess the impact of professional development on the healthy development and school readiness of children.

  • Principles of adult education with a specific focus on curriculum development and instructional design specific to both classroom and on-line training.

  • Experience with project management that includes project planning and meeting deadlines, contract management and budgeting.

  • Strong communication skills sufficient to interpret curriculum and/or training materials to a wide range of audiences.

Preferred Qualifications

  • A bachelor’s or master’s degree in early childhood education or related field.
