Help play an important role in reducing the chronic disease burden in Minnesota by supporting the work of the Diabetes, Cardiovascular Health and Stroke Programs, and the Center for Health Promotion (CHP). A dynamic individual is sought to champion policy and systems level planning as a Planner Principal State to develop, plan and implement policy, systems, and environmental change. A focus of this position will be to promote reimbursement and healthcare business models that support chronic disease management and prevention. Responsibilities of the role include but are not limited to:
Lead development and implementation of policy frameworks.to enhance health care quality and community-clinical linkages.
Collaborate across programs and maintain strong relationships with external partners to develop, plan and implement policy, systems, and environmental change activities.
Provide policy recommendations on reimbursement and funding models for CHP prevention and management programs and preventive services delivered across clinic and community settings.
Ensure coordination and identify opportunities to advance policy goals with internal and external chronic disease prevention programs, state agencies, employers, health plans, health care delivery systems, state and local government, policy makers, community based organizations and coalitions.
Work may be conducted in-person in St. Paul, or as telework for applicants who reside in MN, IA, WI, ND, or SD, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest MDH office location: Bemidji, Duluth, Fergus Falls, Marshall, Rochester, St. Cloud, or St. Paul. Attendance to in person quarterly meetings in St. Paul is required and there may be additional periodic requirements in office based on the business needs of the unit and supervisor discretion.
Minimum Qualifications

Three (3) years’ experience planning or implementing public health policy. Experience to include two or more of the following:
Strategic planning.
Project management and/or coordination.
Budget reimbursement and funding models.
A degree in public health, public policy, social work, psychology, or related program may count towards professional experience as follows:
Bachelor’s = 12 months
Master’s = 18 months
Doctoral = 24 months
To be assessed at interview:
Knowledge of theories, principles, and practice of public health constructs and systems.
Knowledge of and skill in policy planning principles, methods and techniques and applicable laws, rules, and regulations sufficient to develop policy recommendations and inform statewide plans.
Knowledge of and commitment to advancing equitable access to chronic disease self-management policy and programs.
Preferred Qualifications
Experience implementing diabetes and/or cardiovascular disease and chronic disease prevention public health policy.
Experience with a health-in-all policies approach to policy analysis and policy development.
Knowledge of health care systems, public and private financing mechanisms, and both Federal and State of Minnesota health care reform initiatives.
Understanding state health insurance programs.
Experience reviewing, evaluating and writing technical reports, procedures, correspondence, and planning documents.
Additional Requirements
Must successfully pass a background and reference check.
This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
