In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity.The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

This position works closely with the Financial Operations Division for oversight and management of the Opiate Child Protection Response, Child Protection and Family Assessment Response allocations distributed to counties and Tribes. This position participates in pilot efforts to improve policy, programming, and practice. These pilot efforts include managing grants, providing technical assistance for counties, tribes and community agencies, coordinating evaluation efforts, analyzing program outcomes and developing and implementing initial training for local staff.

Responsibilities include but are not limited to:

  • Oversee and manage distribution of the Opiate Child Protection Response allocation.

  • Oversee and manage grants and contracts for the child safety unit.

  • Oversee and manage distribution of the Family Assessment Response allocation.

  • Lead, co-lead, and/or participate in statewide reform efforts that aim to improve the child protection response and/or comply with federal or state law or guidance.

Minimum Qualifications

Three (3) years professional experience in Child Welfare Services that includes:

  • Knowledge of federal and state child protection programs, statutes, child welfare policies and programs

  • Experience in building relationships with child welfare county and tribal agencies

  • Child protection intake, assessment, investigation and/or case management

A bachelor’s degree in social work or a related field may substitute for 1 year of professional experience OR A master’s degree in social work or a related field may substitute for 2 years of experience

Preferred Qualifications

  • Variety of experiences working effectively with others from a variety of backgrounds and cultures

  • Anti-racist practices imbedded and valued within work

  • Grants management and contracts which includes drafting reports, grant proposals and requests for proposals

  • Family Group Decision Making
