This position is responsible to administer provisions of the State Building Code by providing review and comment on documents submitted for proposed new construction, additions and alterations to buildings listed in Minnesota Statute 326B as within the jurisdiction of the Minnesota Department of Labor and Industry, Construction Codes and Licensing Division (DLI/CCLD). These projects include buildings owned by the State of Minnesota, public school district buildings projects, state licensed facilities, and places of public accommodation located outside of local code enforcement jurisdiction areas. The incumbent:

  • Is responsible for code review that entails determining if the proposed work is in substantial conformance with the Minnesota Building Code, specific to the structural requirements, as well as associated referenced standards.

  • In the Structural Specialist role provides specialized review of building structural systems of all types as outlined in the Minnesota Building Code, and the Minnesota Conservation Code for Existing Buildings.

  • Provides specialist review support for other generalist plan reviewers but occasionally provides generalist plan reviews for structural projects such as antenna towers, and other non-occupied structures.Review may be extended to other building types upon request of local municipalities.When documents are found to be in substantial compliance, the incumbent approves the review and authorizes the issuance of construction permits.

  • Provides technical assistance for these same code sections as well as the Minnesota Residential Code, Minnesota Industrialized/Modular Buildings Code, Manufactured Homes Code, and Prefabricated Structures Code to building officials, building inspectors, design professionals and professional organizations.

Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Professional Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geosciences and Interior Design (AELSLAGID) or eligibility for reciprocity from another state.

  • Five (5) years post registration engineering experience reviewing construction documents to determine compliance with the Minnesota State Building Code.

  • Possess a thorough understanding of state, local and federal jurisdictions with regards to construction regulations, as well as thorough knowledge of applicable state statutes and rules.

  • Ability to serve as a division authority on Minnesota State Building Code structural requirements; advise and provide guidance to clientele as well as prepare and provide educational programs to municipalities, professionals, the construction industry and state agencies.

  • Ability to facilitate recurring building structural systems code development by providing lead direction, chairing committees/advisory meetings and submitting draft SONARS to CCLD rulemaking team for inclusion in new codes.

  • Ability to communicate effectively with individuals from a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or common experiences.

Preferred Qualifications

  • Experience with application and permitting management software (iMS) and document management and notation software (ProjectDox).

  • Experience managing multiple project with skill in assessing work scope to determine if specialist plan reviewers are required.

  • General knowledge of all phases of building construction.

  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).

Physical Requirements

This position requires the ability to maintain a stationary position for long periods for presentations and teaching.
