In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

Travel is required 20-30% of the time to visit Tribal Nations/Indian urban agencies and counties in fostering/building relationships as well as supporting programs in the development of strengthening prevention programs that support and/or provide ongoing culturally appropriate prevention services.

As the American Indian Wellbeing (AIW) Prevention & Early Intervention Consultant , you will support Minnesota Department of Children, Youth and Families (DCYF)efforts to expand the child welfare prevention and early intervention service array in response to the federal Families First Prevention Services Act (FFPSA). The act provides States the opportunity to claim Title IV-E funding in support of developing/expanding the capacity of services designed to prevent out of home placement. Guidance is provided at the federal level on services, including transitional services, allowable for funding.

This position has an emphasis on expanding service array in collaboration with the Minnesota Tribal nations and urban American Indian communities’ access to supporting culturally appropriate services.

As the American Indian Wellbeing Prevention & Early Intervention Consultant you will work with staff at the federal and state level, other state programs, counties, Tribes, urban American Indian communities, community stakeholders, and others to understand the current array of prevention and early intervention services in metro areas, on or near Indian Reservations, and greater Minnesota.

This is one of two positions in Child Safety and Permanency (CSP) in this role and responsibilities. It is vital these staff work in collaboration in support of an equitable prevention and early intervention service array across the state meeting the needs of those will benefit from the prevention services response. These positions will inform the state’s Title IV-E Prevention Plan. Responsibilities include:

  • Coordinate and implement the use of Families First Prevention Services Act (FFPSA) to meet the FFPSA program requirements.

  • Provide technical assistance, consultation and/or informational meetings to FFPSA department teams, county and Tribal social service directors, managers and attorneys, Indian Child Welfare Advisory Council, Minnesota Associations of County Social Services Administrators (MACSSA), mental health, chemical health, UMD’s Tribal Training Certification Partnership (TTCP) and other service providers, Children’s Justice Initiative and other stakeholders as needed to implement new and existing federal FFPSA laws regarding prevention services.

Minimum Qualifications

3 or more years of experience in the field of Indian Child Welfare, Child Protection and/or equivalent. Experience must demonstrate:

  • Knowledge of Minnesota’s child welfare system and its laws, policies, and practices.

  • Knowledge of the 11 Tribal Nations within Minnesota.

  • Advanced knowledge of the Indian Child Welfare Act, the Minnesota Indian Family Preservation Act and Tribal State Agreement, knowledge of Tribal communities and Tribal laws that affect American Indian children and families

  • Knowledge of funding sources (federal; Titles IV-B and IV-E, XIX of the Social Security Act, state and local) and administrative procedures (at both the State and local level government) to operationalize the fiscal and program changes necessary to implement FFPSA.

  • Ability to understand problems of service delivery, implementation and policy related to complex social service processes, risk factors, racial bias, and discrimination.

  • Sensitivity to and respectful of the cultural and other differences that they will encounter in interacting with co-workers and in serving our customers and relating to stakeholders (i.e., tribes and counties).

Preferred Qualifications

  • Bachelor’s degree and/or Master’s degree in Social Work or a related field.

  • Advanced knowledge of Tribal communities and Tribal laws that affect American Indian children and families.

  • Advanced knowledge of funding sources (federal; Titles IV-B and IV-E, XIX of the Social Security Act, state and local) and administrative procedures (at both the State and local level government) to operationalize the fiscal and program changes necessary to implement FFPSA.

  • Advanced knowledge of the legislative process.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
