JOB TITLE: Operations Planner

REQUISITION: FOS00BM

DEPARTMENT: Generation – Jeffrey Energy Center

LOCATION: St Marys, Kansas

PAY RANGE : $88,500 – $118,000 - $147,500

Scheduled Work Hours : Monday - Friday 7:00 a.m. - 4:30 p.m. (Additional hours as required).

Summary of Primary Duties and Responsibilities:

The Operations Planner plans, coordinates, and schedules to ensure the right work is done at the right time while optimizing workforce productivity within Operations, Fuels, and Lab. The Operations Planner is the principal leader and gatekeeper of the operations backlog at Jeffrey Energy Center (JEC).

Understands the content of operations, fuel crew, and lab backlogs. Manages the backlogs to maintain a high level of accuracy. Participates in meetings associated with work management and collaborates to remove barriers to schedule compliance. Maintains awareness of real time equipment status and communicates priorities to work groups. Utilizes backlog analysis, assessment of the work week and of the work preparation process to identify opportunities for improvement and educates the JEC workforce on best practices.

This position reports to the Operations Director.

Specific duties include:

  • Manages, tracks, and assigns work backlogs for operations, fuel crew, and lab.

  • Schedules and coordinates work between Operations Departments and other crafts.

  • Directs the development and implementation of the scheduling process, including resolving schedule conflicts.

  • Provides job planning for Operations Departments to ensure prompt, efficient, and quality service to internal and external customers such as Maintenance, Engineering, Substation Maintenance, Project Managers, Contractors, etc.

  • Develops detailed and comprehensive work packages consisting of complete work instructions, labor estimates, procedures, bills of material, specifications, drawings, tool and equipment requirements, applicable permits, service histories and any other information required by craft or contractor resources to complete work in an efficient manner with emphasis on quality.

  • Assists in forced outage coordination as required.

  • Develops detailed schedules for the assigned work week to ensure maximum effectiveness and efficiency of the JEC Operations team.

  • Is responsible to JEC Management Team for providing schedule performance information and analysis.

  • Develops solutions and continuous improvement opportunities for issues/concerns identified with the Operations scheduling.

  • Develops the base operator schedule for the year and schedules Overtime (OT) for the subsequent week utilizing the OT MOU. Daily adjustments performed by supervisors.

  • Balances rounds, PMs, training, work orders and support to ensure the most important work is conducted daily.

  • Develops and monitors leading and lagging metrics and key performance indicators within operations.

  • Tracks and reports on KPIs for work completion including LPA and PM compliance.

  • Supports other work group scheduling as required.

Qualifications

Education and Experience Requirements:

Requires a high school diploma or equivalent. Candidate will possess a minimum two to five years of industrial experience in an operations function. The ideal candidate will possess power plant experience in an operations planning function working with database applications, as well as a strong technical background around operations reliability applications. This role requires strong analytical capability, project management skills, excellent communication skills and the ability to work well in a dynamic work environment. A strong level of computer proficiency, organization, customer service orientation, teamwork, critical thinking, and attention to detail is important to be successful in this role.

Skills, Knowledge, and Abilities Required:

Successful candidate should have experience and background in the following:

  • High level of proficiency in work management systems.

  • Self-starter with the ability to prioritize competing deadlines.

  • Strong technical writing skills and keyboarding competency.

  • Ability to maintain effective working relationships with other personnel including peers, managers, vendor’s, contractors, and other contacts.

  • Ability to read, interpret and apply information from files, drawings, catalogs, reports, and manuals.

  • Ability to handle multiple priorities and work in a highly demanding team atmosphere. Ability to keep multiple jobs in controlled motion – simultaneously.

  • Excellent organizational and time/priority management skills.

  • Excellent interpersonal skills.

  • Demonstrated communication skills (verbal and written).

Licenses, Certifications, Bonding and/or Testing Required:

Successful candidate must possess and maintain a valid driver’s license.

Working Conditions:

Much of the time will be spent in an office environment. Moderate time spent in the field. Must have satisfactory work record including good attendance. Must live within 50 minutes of JEC.
