The Cigna Group SVP, Chief Counsel, Cigna Healthcare in St. Louis, Missouri

POSITION OVERVIEW:

Cigna Healthcare is a dynamic portfolio of businesses that serve millions of global customers across various health plans and services. The SVP, Chief Counsel will report to the Chief Legal Officer and will be responsible for executive leadership, strategic advice and counsel, and oversight of all legal support for Cigna Healthcare. This role will lead the team of attorneys who provide legal support for all aspects of the business, including advice on health plan operations, growth strategy, product development, and risk mitigation issues. The position requires a deep understanding of healthcare, including federal and state laws and regulations unique to the health care industry, commercial insurance, managed care, and ACA Marketplace plans.

ESSENTIAL FUNCTIONS:

  • Serve as member of the legal senior leadership team and lead the business law team supporting Cigna Healthcare.

  • Provide strategic legal advice to senior leadership on enterprise-wide growth strategies, legal and regulatory issues, risks, and opportunities.

  • Oversee and manage Cigna Healthcare legal support, including new product design; product filing and regulatory support, audit support, drafting and negotiation of complex care management and value-based arrangements; provider network contracting, sales/broker contracting oversight and support; product marketing support; intercompany agreement and regulatory support.

  • Support Government Affairs, Regulatory, Compliance, Corporate Law and Litigation teams in significant Cigna Healthcare matters, including audits and investigations and the impact and response to proposed and new rules, regulations and legislation.

  • Provide thought leadership in advocacy and develop strategies to support favorable legislation and litigation outcomes.

  • Lead various strategic projects and provide strategic advice on mergers, acquisitions and strategic alliances across the business. Serve as legal subject matter expert and oversee all legal guidance on Cigna Healthcare matters that implicate relevant health care regulatory framework, including but not limited to Plan design and funding, federal and state coverage rules, out-of-network reimbursement issues, fraud, waste and abuse, surprise billing, ERISA, Mental Health Parity laws, and the Affordable Care Act.

  • Provide cross-functional coaching and development within Cigna Legal on Cigna Healthcare Business objectives, market trends, and risks and opportunities.

  • Oversee the selection, retention, management, and evaluation of outside counsel (including budget development) as necessary and appropriate.

QUALIFICATIONS:

  • J.D. from accredited law school/Bar membership required.

  • 15+ years corporate legal department or law firm experience, with demonstrated experience in managed care

  • Demonstrated leader of large legal teams, with excellent team building with execution mindset, project-management skills, strong analytical skills and intellectual rigor, collaboration mindset, high personal integrity, and commitment to providing the highest level of service to internal and external clients.

  • Strong listening, influencing and interpersonal skills with business clients and enterprise colleagues to foster collaboration across businesses and functions to drive results. Strong ability to maneuver through business barriers to facilitate solutions.

  • Excellent written and oral communication skills, with the ability to distill complex regulatory issues into practical, actionable legal advice.

  • Excellent analytical skills and critical thinker.

  • Strategic and pragmatic legal and business advisor.

  • Influential among leaders and stakeholders up, down and across the organization through relationship management, judgment, and interpersonal savvy.

  • Ability to drive change across the organization and effectively lead the implementation of new and innovative approaches. Experience in measuring and analyzing process, as well as results, to identify opportunities for improvement.

For this position, we anticipate offering an annual salary of 309,000 - 463,600 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
