Job Description

The Human Resource Specialist plays a vital role in supporting the college’s workforce planning and Human Resource (HR) operations by ensuring fair, inclusive, and efficient staffing, talent management, and classification and compensation processes. This position is responsible for implementing equitable hiring practices, fostering professional growth opportunities, and maintaining accurate job classifications and compensation structures.

Working closely with hiring managers, employees, and HR leadership, this position helps build a workforce that reflects the communities of Minnesota while promoting transparency, fairness, and accessibility in all HR processes. The Human Resource Specialist 1 ensures compliance with state policies, collective bargaining agreements, and employment laws while also advising on best practices to create a workplace where all employees feel valued and supported.

This role requires a commitment to continuous improvement, problem-solving, and proactive engagement with candidates, employees, and stakeholders. By supporting equitable HR practices, the Human Resource Specialist contributes to the college’s ability to attract, retain, and develop a talented workforce that is positioned for success.

Minimum Qualifications

  • Associate’s degree in Human Resource Management, Business, Communication or related field AND at least two (2) years of experience working with confidential records and information OR an equivalent combination of education and experience.

  • One year of experience in recruiting, selection, classification, or salary placement.

  • Customer service skills sufficient to provide prompt, courteous, and accurate information, communication, and service to diverse populations.

  • Knowledge of federal and state employment laws.

  • Knowledge of principles and procedures for recruitment, selection, and onboarding.

  • Demonstrated organizational skills to prioritize work, initiate actions to meet deadlines, and complete all aspects of assignments under limited supervision.

Preferred Qualification

  • Bachelor’s degree in Human Resources or closely related field

  • Three (3) years of experience working in Human Resources, Recruiting, and Selection.

  • Experience working in a union environment and interpreting collective bargaining agreements.

  • Experience working with applicant tracking systems and HR information systems.

  • Ability to apply HR policies and procedures, state and federal rules and regulations.

  • Experience entering personnel transactions and employee status updates.

  • Ability to think proactively and strategically.

  • Demonstrated analytical and conceptual skills sufficient to audit data and identify and correct errors.

  • Ability to translate data effectively to support initiatives and future decision making.

  • Professional HR certification such as PHR, SHRM-CP, or other professional designations.

Other Requirements

The salary range for this position is: $25.29-$36.71 per hour.

In accordance with the Minnesota State Colleges & Universities (Minnesota State) Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State’s vehicle use criteria and consent to a Motor Vehicle Records check.
