Job Description

Interactive Government Holdings(IGH)is seeking qualified, trained and capable individual to serve as a Travel Program and Policy Analyst for DHRA Defense Travel Management Office (DTMO)

Individual must successfully support DTMO’s travel programs and strategic initiatives. This support encompasses the work of the four DTMO operational Divisions.

Travel Programs Division manages the Travel Charge Card Program, U.S. Government Rental Car and Truck Program, DoD Bus Program, Recruit/Service Member Travel and Assistance Services, DoD Preferred Commercial Lodging Program, and DoD Dine Smart Dining Program.

Travel Systems & Support Division is responsible for functional requirements analysis and management of DoD travel systems and customer support, Collection of DoD City Pair program requirement, as well as Travel Management Center procurement services.

Policy Compliance & Training Division is responsible for travel policy and travel regulations management, including the DoD Travel Policy Compliance Program. It is also responsible for managing DoD’s travel training resources.

Business Operations Division is responsible for strategic planning, enterprise performance management, The Division is also responsible for management of the DTMO’s Information Technology, including the DoD travel portal and the Commercial Travel Information Management (CTIM) data repository, which provides a business intelligence capability.

Position Requirements

Major responsibilities include (not all inclusive):

Participate in DTS functional Requirements Analysis & Management and operational sustainment activities. As the functional business owner of DTS, DTMO oversees and facilitates the change management process for DTS functional requirements in coordination with the Program Management Office (PMO)-DTS at DMDC. DTMO determines any necessary enhancements to DTS; reviews and provides concurrence on system level requirements and design; coordinates consensus on new requirements for DTS through the DoD Components; obtains approvaland prioritization from the Defense Travel Advisory Panel (DTAP); coordinates the implementation schedule with PMO-DTS and conducts testing prior to implementation. The contractor shall support the following activities.

Perform analysis and develop case studies that support the implementation of DTMO strategic initiatives and facilitate executive briefings to Defense Travel stakeholder.

Provide support to enable DTMO to manage movements of groups by rail, bus, and air.

Provide Global Distribution System(s) support and online booking tool support for Travel Programs.

Provide support to the Commercial Air Program through the review of travel data for errors, inconsistencies, and standardization; report on data related to premium class travel, unused tickets, city pair fares, rental car and lodging transactions, traveler reservations, DoD travel systems transactions, customer service assistance requests, and approved passenger carriers.

Provide US Government Rental Car and Truck Program Support.

Analyze rental car and truck transactions.

Review submission data for errors, inconsistencies, and standardization.

Validate transactions against traveler reservations.

Review rental vehicle customer service assistance requests.

Develop draft recommendations to resolve rental vehicle customer service assistance requests.

Route customer request submissions along with recommended solutions to the appropriate government point of contact for action.

Review & analyze existing rental program agreements.

Provide recommended language to improve rental program agreements.

Incorporate government-approved changes into rental program agreements.

Support Bus Program implementation, assist in the assessment of its effectiveness, and participate in continuous process improvement projects.

Update and maintain the list of approved passenger carriers.

Receive, collect, and compile feedback from recruit travelers.

Assist the Government in the design and execution of a feasibility study to assess the potential for a military recruit lodging program.

Review communications submitted by lodging vendors interested in participating in a military recruit lodging program and compile data for use by government personnel.

Support the development of informational material to engage and educate potential lodging vendors interested in participating in military recruit lodging program.

Collect and analyze traveler feedback for the Government to verify compliance with the military recruit lodging program.

Assist Government in preparing draft work products for revisions of the Joint Travel Regulations (JTR) to reconcile against existing policy and ensure policy revision complies with existing laws, regulations or policies and is not contradictory to DoD objectives.

Provide analytical support to assist the Government in the expansion, implementation, and management of DoD Travel Policy Compliance Program.

Support Government personnel in gathering and incorporating internal and external stakeholder concerns and viewpoints, and publishing documents that maximize their understanding or respond to their questions concerning DoD travel policy and regulation.

Provide analytical support to assist the Government in the expansion, implementation, and management of the DoD Travel Policy Compliance Program.

Qualified Candidates must possess:

Expert skills at dealing with complex situations and analyzing complex data and information systems.

Qualifications:

Must be a citizen of the United States

Bachelor’s degree in a relevant field

Familiarity and Understanding of DoD Travel systems and regulations

Security - complete and submit a tier 3 (IT-II)

Must obtain/maintain a favorable FBI National Criminal History Check (fingerprint check).
