V2X Training / Operations Manager, INSCOM in Springfield, Virginia

Under the United States (U.S.) Army Intelligence and Security Command (INSCOM) Global Intelligence Logistics and Engineering (GILE) program, Team V2X will provide: global multi-disciplined engineering; facilities; sustainment and maintenance of non-standard (non-Program of Record) and Program of Record intelligence systems to include the integration of new intelligence technologies and capabilities; Portal management; hardware design and integration; network management; technology development and application; and supply chain/logistics support to INSCOM, U.S. Army Cyber Command (ARCYBER), Army Intelligence, Joint Forces, Combatant Commands, and the Intelligence Community (IC). Team V2X will enable INSCOM’s mission of anticipating requirements and employing innovative techniques to equip and sustain Soldiers, Civilians, systems, and facilities. As a dedicated partner to INSCOM G4, Team V2X is committed to enhancing readiness as part of Combined, Joint, and IC interdependent teams supporting tactical, operational, and strategic intelligence units, personnel, ground and aerial intelligence equipment, operation facilities, and infrastructure from multiple CONUS and OCONUS locations.

This position is contingent upon successful contract award to V2X.

Responsibilities

  • Develop training Program of Instruction (POI), training schedules, and coordinate with clients.

  • Provide training on NEXGEN equipment and SIGINT tools. Maintain signal updates to training packages.

  • Help create target packages for sites. Incorporate specific signals that operators should be familiar with based off of their AOR.

  • Serve as the Lead POC / interface for training coordination and scheduling. Engage clients, collection managers, and requirements managers on desired training.

  • Develop / Maintain Master Training Schedule.

  • Maintain Training policy and oversight. Develop policy documentation to support the INSCOM Commanders’ mission and to support external agency requirements.

  • Oversee and evaluate training, and review training materials. Recommend changes to training and training strategies as necessary.

  • Training Records Management, including maintaining copies of training materials and activity records.

  • Training Critique / Surveys and Analysis. Develop, disseminate and collect training surveys and trends.

  • Prepares detailed studies, reports, and briefings.

  • Brief senior officials and counterparts from other organizations.

Qualifications

Education / Certifications:

  • Associates Degree in electronics or related technical field from an accredited university or college and eight years of direct experience.

  • Degree requirement waived with ten years of direct experience with NexGEN systems and a basic understanding of TROJAN SATCOM. Ten years of instructor platform time required.

  • EDUC 2501 - Training Methods for Cryptologic Instructor course, or equivalent instructor qualifications, preferred.

    Security Clearance Requirement:

  • Must be a US Citizen with Final Top-Secret Clearance based upon a TIER 5 Background Investigation, and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.

  • Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.

    Experience / Skills:

  • Experience working at higher level staffs; preferably Division level staff or equivalent.

  • Ability to research, analyze and recommend solutions to complex problems, which include deployment of TROJAN or other related communications assets.

  • Thorough knowledge of TROJAN system principles, concepts, methodology, and understanding of how it supports military operations.

  • Knowledge of emerging Intelligence products including wireless and cellular communications.

  • Ability to effectively communicate, interface, and represent the organization with senior officials and counterparts from other organizations.

  • Knowledgeable of methods of exploiting foreign military communications and noncommunications.

  • Knowledge / experience in combat user’s intelligence, combat information, and electronic warfare requirements definition.

  • Fluent in English, including ability to effectively communicate both orally and in writing.

  • Skilled in preparing and conducting briefings.
