Transportation Security Administration Data Scientist in Springfield, Virginia

Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. Responsibilities This Data Scientist position is located in Enterprise Support (ES), Information Technology (IT), Enterprise Architecture Division (EAD), Data Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Develops new and improved concepts, principles, and techniques that advance the body of knowledge of data science and adapts and applies advanced analytics methods and techniques to inform complex business decisions. Directs internal and external process or system reviews, studies, projects, and data validation efforts, which provide a means for evaluating system performance and vulnerabilities. Derives meaning from big data (i.e., datasets that may be large, disparate, unstructured, and/or complex), including structured or loosely structured data. Participates on cross-functional teams in the development, implementation, and oversight of technologies related to data science. Professional mastery of the principles, concepts, and practices of computer science, coupled with in-depth knowledge of related disciplines, such as information technology, data modeling, machine learning, artificial intelligence, statistics, and higher mathematics, to plan and conduct research resulting in the development of new concepts, approaches, tools and techniques that expand knowledge of data science and informatics. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Employees must be able to obtain and maintain a Top-Secret security clearance based on a Special Background Investigation (SBI) with eligibility for Sensitive Compartmented Information (SCI). These authorities are subject to change. Qualifications Basic Education Requirements A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to the minimum qualifications described above, you must meet the following specialized experience to be considered qualified for the position: In addition to the Basic Education Requirements, to qualify for the SV-K Pay Band (equivalent to GS-15), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following: Experience in data management, data analysis, database management technologies, data mining, storage, warehousing methods, data modeling, machine learning, artificial intelligence, statistics, and higher mathematics. Developing and implementing new data management schemas, plan and coordinate the development of data structures and access strategies, identify system requirements, and validate data sources to align with business and mission requirements. Conducting research, developing new concepts/approaches, tools, and techniques that expand knowledge of data science and informatics, provide expert advice and consultation. Experience managing emerging technologies, new IT development processes, and solutions, as well as identifying opportunities to improve agency programs and IT activities. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
