National Geospatial-Intelligence Agency Counterintelligence Officer in Springfield, Virginia

Summary Counterintelligence (CI) Officers detect, analyze, and mitigate foreign intelligence and terrorist threats affecting NGA personnel, technologies, infrastructure, and/or capabilities. They also monitor security incidents; coordinate damage assessmen Responsibilities ADDITIONAL INFORMATION: The Counter Insider Threat Office (SII) Counterintelligence (CI) Officer uses approved analytic software tools and information to detect, identify, and refer anomalous events indicative of insider threats; produces analytical reports and provides other case support to investigative entities; shares information and conducts liaison to help protect NGA personnel, infrastructure, technology, and information. The individual must have demonstrated CI/investigative/analytical experience related to analysis, operations, threat detection, intelligence production, threat assessments, and/or damage assessments. The selectee will: identify and refer anamolous events indicative of insider threats; oversee analytical case support effort provided to investigative entities; edit/publish reports drafted by analysts; coordinate division analytical products; share information; conduct liaison activities; maintain situational awareness and keep office leadership apprised of significant issues that affect operations; meet assigned deadlines ensuring accurate quality reporting to appropriate customers; and support other division activities and efforts to complete the day-to-day overall mission for the team. Duties include: Ensure compliance with NGA Counter Insider Threat program to project NGA personnel, assets, and information. They develop, interpret, and implement data using authorized software and investigative tools. They ensure compliance with the NGA security policies as well as support to investigations. They also collaborate with other agencies and private-sector entities on areas of common interest, trends and shared threat pictures, coordinate the release of referrals, case support and reports of investigation, promote Counter Insider Threat awareness, and advance other shared interests. In addition, the CI Officer will: 1. Analyze triaged data and levy insider threat analysis and interpretive software 2. Develop, interpret, and implement insider threat related training programs and materials 3. Ensure compliance with NGA's Counter Insider Threat Program; collaborate and coordinate internally and externally to identify best practices in the Insider Threat community - IC wide 4. Forecast and analyze insider threat challenges and program trends. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience conducting analysis and triaging information utilizing User Activity Monitoring (UAM) tool for insider threats to protect agency information, systems, personnel and facilities 2. Demonstrated experience with big data analytic databases or risk analytic tools used to triage insider threats triggers (e.g. R360, Integrated Tool Suite (ITS), M365, Splunk, etc.). 3. Demonstrated experience coordinating, collaborating and briefing other agencies on analytic tools, investigations, and products. 4. Demonstrated experience leading and training team members on threat analysis, investigative case support, and writing reports pertaining to counter insider threat missions EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Intelligence Studies, International Relations, Security, Area Studies, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in security, law enforcement, counterintelligence investigations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in security, law enforcement, counterintelligence investigations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Successful completion of an accredited Counterintelligence Special Agent Credentialing Course, the Defense Counterintelligence Agents Course (DCAC) or Service Equivalent Counterintelligence Certification Course as directed by management; Successful completion of the ITC TSCM Fundamentals Course may be required. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Completion of Certified Counter Insider Threat Professional - Fundamentals (CCITP-F) or Certified Counter Insider Threat Professional - Analysis (CCITP-A). 2. Experience working with investigative offices, such as: Counterintelligence, Personnel Security (PERSEC), Inspector General (IG), FBI, Military Department Counterintelligence Organization (MDCO) 3. Completion of two or more of the following certifications or courses: Global Counter Insider Threat Professional (GCITP) Certification, Counterintelligence Fundamentals and/or CI certification, Federal Law Enforcement Training Center (FLETC), Introduction to Criminal Investigations, a DoD/IC analyst training course, Personnel Security (PERSEC) investigator, Basic Analyst training, Intelligence Report Writing. 4. Experience establishing and maintaining professional relationships and networking with external government agencies, contractors, or industry partners. 5. Experience analyzing, interpreting, and applying DoD and/or IC Directives, Joint Staff Manuals, security policies, and regulations to meet counter insider threat objectives.
