MDW ASSOCIATES LLC Contract Closeout Specialist (Early Career) in Springfield, Virginia

MDW Associates is seeking aContract Closeout Specialist (early career)to support the National Geospatial-Intelligence Agency (NGA). The Contract Closeout Specialist will provide non-personal services to support the closeout of various government contract types, including Cost-Reimbursable (CR), Time-and-Materials (TandM), Firm Fixed Price, and Labor Hour (LH) contracts. The individual will work with contracts of varying complexity and value, including government-wide purchase card transactions, multi-million dollar contracts, and agreements with incentive fees and award clauses. The primary focus of this role will be the closeout of contracts with Unliquidated Obligations (ULOs), ensuring the recovery of usable funds and supporting compliance with all relevant regulations. The role is fully in-person.

Key Responsibilities:

  • Execute and manage the closeout of contracts, task orders (TO), Basic Ordering Agreements (BOA), Indefinite Delivery Indefinite Quantity (IDIQ) contracts, grants, cooperative agreements, and purchase orders (PO).
  • Coordinate closeout activities with vendors, program offices, Contracting Officer's Representatives (CORs), and relevant agencies such as DFAS, DCAA, and DCMA.
  • Track and monitor contract closeout files, both hardcopy and electronic, ensuring proper documentation, storage, and shipment upon final disposition.
  • Reconcile financial records to verify final payments, resolve discrepancies in payment and accounting information, and ensure total funds obligated match total payments made.
  • Support the preparation of modifications for contract closeouts, payments, vouchers, and invoices for review and signature by a Government Contracting Officer (CO).
  • Collaborate with government personnel to prepare reports, briefings, and spreadsheets on contract closeout progress, ensuring timely completion in accordance with FAR Subpart 4.8.
  • Maintain and update a contract closeout database or spreadsheet in real-time to track workflow and contract statuses across multiple phases.
  • Provide technical and management support for contract closeout-related projects, including the de-obligation of excess funds from completed contracts.
  • Support internal and external audits and prepare irreconcilable package documentation for unresolved contract issues.

Education and Experience Requirements:

  • Bachelor's Degree in Business Administration, Finance, Contract Management, or a related field.
  • Minimum of 2 years of experience in contract administration, specifically with contract closeouts in the federal sector.
  • Knowledge of Federal Acquisition Regulations (FAR) and DoD Federal Acquisition Regulation Supplement (DFARS).

Required Skills and Abilities:

  • Understanding of government contract types and closeout procedures.
  • Proficiency in Microsoft Office Suite, including Excel and Access.
  • Attention to detail, organizational skills, and the ability to handle multiple contracts and deadlines.
  • Analytical and problem-solving abilities, particularly in reconciling financial discrepancies.
