Transportation Security Administration Assistant Administrator, Requirements and Capabilities Analysis in Springfield, Virginia

Responsibilities As a key member of the leadership team within Operations Support (OS), the Assistant Administrator (AA) of Requirements and Capabilities Analysis (RCA) is responsible for assessing, analyzing, and identifying capabilities needed to meet TSA mission requirements. RCA directly supports TSA's mission by conducting system risk analysis and modeling to analyze and define operational baseline performance, and determine capability gaps for TSA mission areas. In this capacity the Assistant Administrator of RCA is responsible for advising the Administrator, the Executive Assistant Administrator for Operations Support, and other agency executives on modifications to operational procedures, training, resources, and operational technologies necessary to address capability gaps and the continual evolution of the Transportation Sector. To achieve these ends the Assistant Administrator of RCA leads agency-wide efforts to continually enhance the effectiveness and efficiency of our Nation's transportation systems through requirements development and management, capability assessment through system analysis and design, system architecture development, and capability demonstrations. High-level duties include: Assessing and documenting operational risk, analyzing and defining operational baseline performance, and determining capability gaps for TSA mission areas. Producing periodic assessment reports on current and future capability gaps and associated mitigation plans. Advising the Executive Assistant Administrator for Operations Support on operational requirements to support field operations, strategies to leverage emerging innovative technologies, operational risk assessments, and enhancements to operational procedures. Developing and implementing strategies, in consultation with Security Operations and Enterprise Support, to improve operational procedures, training, and operational technologies necessary to address capability gaps and the continual evolution of the Transportation Sector. Managing the implementation of strategic roadmaps and implementation plans for TSA priorities to include Biometrics, Open Architecture, and Identity Management, in support of an integrated security architecture across capability areas. Managing and prioritizing TSA's Research and Development (R&D) requirements and overseeing coordination with DHS Science and Technology Directorate to ensure R&D investments remain aligned with TSA prioritized capability gaps. Providing senior executive leadership as TSA's Component Requirements Executive (CRE). Serve as a principle representative for TSA at interagency meetings dealing with issues and information in the area of expertise and program responsibility. Requirements Conditions of Employment You must possess U.S. Citizenship. You must complete a favorable Tier 5 Background Investigation (T5). You must pass Drug Screening, subject to random drug tests. This position requires a TS/SCI (Top Secret/Sensitive Compartmented Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance. Disclosure of your financial information is required. Qualifications As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Experience in collaborating and communicating with senior leaders, industry, and stakeholders in the development and evaluation of operational risk assessments, technology requirements, and capabilities. 3. Experience identifying the organizational impact of matters related to new or modified emerging requirements, and infusing new technology to modernize programs. 4. Experience developing and implementing strategies necessary to enhance operational effectiveness and achieve organizational goals based on an evolving risk landscape. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. Education Additional Information The TSA, an excepted service agency, was established by Public Law 107-71, ATSA, on November 19, 2001. ATSA provides TSA with the authority to modify and develop its own human capital program, provided such modifications are consistent with 49 USC 40122. This is an excepted service position. However, there is an interchange agreement with the OPM and TSA that enables Career TSES members who have been approved by the Qualifications Review Board at OPM to qualify for Senior Executive Service (SES) positions without additional competition. You will be required to serve a probationary period of one year unless you previously completed the probationary period in a SES/TSES position. When you enter on duty, you will be required to complete a Public Financial Disclosure Report, OGE Form 278. You will need to provide this information annually. Veteran's Preference does NOT apply to SES/TSES positions.
