Position Summary:
The role of the Grant and Finance Manager is to provide administrative and finance support to a local disaster services nonprofit organization in Springfield, Oregon. Support services may include, but is not limited to development of administrative structures, grant budget management, grant tracking and reporting, projections, developing policy, building finance and administrative systems, reconciliations, invoicing, reporting, and compliance. The Manager will work directly with the Executive Director of the nonprofit to build an administrative infrastructure and manage a HUD CDBG-DR grants funded through OHCS.
Job Duties and Responsibilities:
Work onsite in an office in Springfield, Oregon
Support the development and maintenance of Standard Operating Procedures (SOPs) for all payment processes and financial management activities as directed by the client
Support the creation of financial management-related processes and workflows and see them through to implementation
Manage invoices and accounts payable and receivable
Coordinate and manage payroll and benefits, if applicable
Update and maintain grant budget including cost allocations
Assist in developing projections of funding needs
Support the reporting efforts for grant in accordance with grant agreement
Report to the Executive Director on financial projections and budgets on a regular basis
Develop management tools for program targeting and performance reporting
Maintain knowledge of applicable grant regulations and guidance to ensure accurate record-keeping and financial management practices are maintained
Ensure absolute confidentiality of work-related issues and uphold data integrity policies
Write formal reports that are clear, concise, and easily understood
Perform other duties as assigned
Skills and Competencies:
Advanced ability to analyze data in Microsoft Office Excel
Proficient in MS Office Suite, Quickbooks, and other accounting software
Excellent organizational skills and attention to detail
Understanding of local, state, and federal government structure
Strong interpersonal, analytical and problem-solving skills
Demonstrated management expertise
Ability to manage project budgets and create meaningful projections for strategic decision making
Ability to communicate effectively, verbally and in writing
Excellent time management skills with a proven ability to meet deadlines
Ability to work independently and pro-actively identify key steps to complete requested outcomes.
Required Education and Experience:
Bachelor’s degree in Finance, Business Administration, Accounting, Public Policy/Administration or related field preferred
4-5 years in federal, state, or local financing, accounting, organizational management, or a similar field
Experience working with federal and state grant-funded programs, such as HUD, CDBG, SHIP, ESG, and HOME
Experience working with county and state agencies in Oregon
Demonstrated experience tracking program budgets, creating reports and projections
Professional experience with municipal governments, a plus
Certified project management professional, a plus
Experience supporting local non-profit organizations, a plus
