Job Summary
This position will work 37.5 hours per week.
This position performs clerical assistance and complex technical work associated with property tax exemptions, excise tax affidavits land records, assists in submitting segregations, current use applications, parcel changes and serves as a contact for customers (citizens developers, title companies, other office personnel, etc.), regarding various technical issues in the Assessor’s Office.
Under the general direction of the Property Records Supervisor in accordance with applicable statutes and administrative rules, work is reviewed for quality, thoroughness, timeliness, accuracy and conformance to established policies and procedures and, when appropriate, for effectiveness in dealing with customers.

TOTAL COMPENSATION: $49,066 - $68,725 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
Assists the general public by correspondence, in person or by telephone to process forms, answers basic technical questions, takes complaints and explains services, policies, procedures and schedules related to parcel data and segregations.
Locates information from assessor’s records; refer customers to other departments and/or agencies as needed.
Reads, interprets, and researches legal descriptions and documents as they relate to chain of title.
Scans, posts and routes 1% excise tax affidavits including reading and interpreting legal descriptions of various levels of complexity; enters sales information in database; determines if segregation is required and sorts affidavits.
Assists employees and the public with requests for parcel maps and information about ownership and legal descriptions.
Assists processing current use applications and explain current use programs to the public.
Examines a variety of map data such as photography, road plans and utility maps as they relate to determining parcel location.
Computes acreage and square footage using cartographic methods.
Processes documentation to show new and altered land transactions.
Completes transfers manually and updates computer records as needed.
Collects fees for various maps, copies and reports. Prepares and sends billings as needed.
Balances daily receipts and deposit receipts with Treasurer’s office.
Prepares reports related to cashiering activities as needed.
Sorts, files and distributes form letters; conducts ownership research and enters data.
Learns basic rules, regulations and procedures of related divisions within the department as well as other county departments and outside agencies for the purpose of recognizing and routing information.
Determines exemption status based on ownership and other qualifying factors.
Determines eligibility and coordinate with the Treasurer’s Office and the State Department of Revenue for special assessments on real property.
Supplies and researches needed documents such as deeds, probates and validity of ownerships so segregations can be completed.
Provides support, leadership and training for other employees, including new employees.
Prepares and processes various correspondence.
Interfaces with Information Systems Department for technical support.
Responds to and assist the facilitation of State Audits.
Maintains inventory of forms and answer questions from the public regarding filling out and processing of forms.
Performs other related duties as required/assigned.
Examples of Duties Specific to the Appraisal Section
Provides clerical support including preparing and/or processing various forms and letters to property owners and locating information related to property values, appeals, value changes, destroyed property, etc.
Researches and verifies correct values, parcel numbers and ownership; make changes in the computer system (ASCEND) to record various decisions and information including the Board of Equalization or State Board of Tax Appeal decisions, stipulated values, destroyed property, and manifest errors.
Processes and distributes all approved residential building permits; verify parcel number, appraiser number and neighborhood code.
Processes Department of Revenue Exempt Property determinations.
Performs other related duties as required/assigned.
Examples of Duties Specific to the Property Tax Exemption Section
Processes Senior/Disabled Exemption applications for reduced property taxes.
Interviews applicants and determines eligibility for exemption.
Processes exemptions and exemption cancellations including answering questions from customers and assisting in filling out forms.
Processes annual mailings of exemption renewal applications.
Appears before the Board of Equalization regarding Exemption hearings.
Performs other related duties as required/assigned.
Examples of Duties Specific to the Segregation Section
Provides primary technical, clerical support to the GIS Techs in the section.
Follows up with any missing elements on completed segregation parcels such as address, legal description, regular values, open space values, exemptions or any other information that would prohibit the tax statement from going out to the correct owner of the parcel.
Performs other related duties as required/assigned.
Minimum Requirements
High school diploma or equivalent.
One (1) year of administrative support experience, including six (6) months experience working with real property issues (duties may include surveying, appraising, legal descriptions, mapping or working in a real estate agency, title company, or closing agency) which provides the knowledge, skills and abilities to perform the duties of a Property Records Technician.
Education in a related field may substitute for up to one (1) year of the general administrative support experience.
Selection Factors

Knowledge of effective methods and principles of customer service.
Knowledge of standard office practices and procedures, including supervision of work.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
