Job Description Responsible for the operations and maintenance activities of the Noxon Rapids generating plant assets and related facilities. Provide leadership for plant employees to ensure the safe, efficient and reliable operations and maintenance of the generating facilities. Administration of Company policy and union contract provisions. Manage the plant O&M and Capital budgets. Collaborate with GPSS Central Shops, Project Delivery and Contracting Services in planning maintenance and plant projects. Coordinates with the System Operator and generation schedulers to optimize plant availability and output. Works closely with Safety and Environmental Departments to ensure plant operational compliance with all Local, State and Federal agencies. Manage Company housing associated with Noxon Rapids.
- Direct supervision of plant personnel in supporting the day-to-day operations of the facility.
- Ensures the highest plant reliability and availability through coordinating annual maintenance plans with System Operations, Power Supply and GPSS Central Shops. Responds to emergency calls regarding unit outages and plant equipment failures. Provides work direction to return units back to available status.
- Responsible for the fiscal operations of the facility including the O&M and Capital budgets. Works directly with the Senior O&M Manager in the creation of the Capital and O&M 5 year plans. Takes action to variances with timely updates and recommendations.
- Responsible for creating a safe work environment. Takes an active part in safety meetings and works with plant personnel to ensure that work activities are performed safely and that work practices comply with all applicable Federal, State and Company requirements. Investigates and reports on personnel injury and vehicle accidents.
- Conducts regular inspections to evaluate plant asset condition. Utilizes Maximo Enterprise Asset Management tool to capture all corrective and preventative maintenance requests. Facilitates in the prioritization and scheduling of work activities within the facility.
- Ensures operational compliance with Local, State and Federal agencies regarding environmental, health and safety regulations and mandates. Works with Environmental, Risk Management and Safety Departments on employee training, periodic inspections, and audits.
- Responsible for onboarding and oversight of all contracted work related to the facility. Works closely with Supply Chain and Project Delivery in the creation of work authorizations to ensure the scope of work, schedule and budget is well defined for execution of the contract. Works with plant staff and Safety Department to support the contractor.
- Evaluates plant operations to identify and implement opportunities for safety, reliability, and efficiency improvements. Develops and administers plant operating guidelines and procedures.
- Ensures that plant and area work force is adequately trained. Responsible for coaching, training and development of employees. Assists the JATC in monitoring apprentice training. Works with HR Department on the hiring, transfer, promotion, discipline, grievance process and termination of employees.
- Represents the company in the community. Arranges plant tours for the public. Provides information and resolves problems concerning the effects of plant operation on the community.
- Works closely with Dam Safety to support the FERC license compliance activities. Works closely with the FERC license manager to ensure project coordination and compliance.
