Are you an experienced Resident Engineer who wants to grow people, a department and yourself at the same time? Due to our continued growth, Boswell’s Construction Inspection Services department is seeking a a Construction Services Deputy Department Manager- Municipal to oversee a staff of over 25 Resident Engineers and Inspectors within our Municipal Inspection Services group. This position reports directly to our Vice President of Construction Inspection Services. This position may be based either in our Corporate Headquarters located in South Hackensack, NJ or our Chester New Jersey Office located in Chester, NJ. Responsibilities:

  • Manage and coordinate activities of department staff of Area Managers, Resident Engineers and Construction Inspectors.

  • In collaboration with the Vice President of Construction Inspection Services, develop and implement strategic goals including customer/client, agency and municipal relationships.

  • Review and analyze project staffing activities, costs, operations and forecast data to track departmental progress toward specified goals and objectives.

  • Actively collaborate and participate in business development, marketing and team strategies including marketing event participation, and technical writing and estimate preparation for proposals.

  • Oversee all municipal constructability reviews which will include roadway projects, sanitary and storm drainage projects, pump stations, generators, retaining walls, etc.

  • Lead departmental QA/QC compliance efforts in accordance with strict adherence to QA/ QC practices & standards.

  • Provide leadership and direction by mentoring and motivating staff including training, performance feedback, technical guidance, client relations, financial management and brainstorming.

  • Assist in the management of recruitment activities including attracting top talent and facilitating the on-boarding of new team members.

  • Resolve personnel issues such as marginal performance policy interpretations, succession and career planning.

  • Manage project budgets, working with Area Managers to track monthly expenditures on a project-by-project basis.

    Qualifications:

  • Bachelor Degree in Civil Engineering or Construction Management (and/or related field such as Structural Engineering) with minimum of 10+ years of experience demonstrating increased responsibility from Construction Inspector level responsibilities upward.

  • A Professional Engineer (PE) license in good standing is preferred, but not required.

  • Proven experience delivering large construction projects as well as smaller municipal construction projects.

  • Must have excellent communication skills and the ability to interact in a positive manner with clients and the general public.

  • Prior Construction Supervisory experience should include: highways, bridges, structural components (retaining walls, sign structures, culverts), earthwork, concrete and asphalt paving, drainage, water quality basins and utility construction.

  • Must be well versed in the understanding and implementation of the NJDOT specifications, standards and details.

  • Valid Certifications including: NICET IV or PE (preferred but not required), ACI Field Concrete Testing, NJ Society of Asphalt Technician Certification (NJSAT), Rutgers TCP, ACI CCTC certifications are required.
