Schedule
Mon-Fri, 8am to 5pm. Occasional evening and weekend hours may be necessary, and schedule is subject to vary based on departmental need.

Salary Range: $50,000 to $63,000 annually
POSITION SUMMARY:Seeking a driven, self-starter to manage various aspects of neighborhood development programs such as housing and community development. Works on implementation and coordination efforts for available programs. Establishes and maintains complete and accurate files. Assists in the resolution of challenges experienced by residents by working through various stages of the public process. Innovation, creativity, high energy and problem-solving are critical skills toward the incumbents success. The open Neighborhood Program Specialist position while performing the general duties listed below and focus on the noted Homeowner / Ownership Resources responsibilities including managing home repair and first-time homebuyer assistance programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:The Neighborhood Program Specialist will work on implementation and coordination efforts for available programs, which can include responding to inquiries, assisting with outreach, application processing, coordination with internal and external entities, contract management / monitoring, ensuring program compliance, processing payments, and documenting outcomes. This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
- Work on interdisciplinary project teams organized around specific housing and community development programs, to align resources with identified community needs and goals.
- Develop new program proposals to meet changing environmental conditions, including changing client conditions and changes in the regulatory and funding environment.
- Interpret legislation and regulations.
- Provide program information, answers questions, and assists the public.
- Ensure compliance in all relevant processes, including applicant eligibility requirements, contract management, etc.
- Market programs and resources to outside agencies and targeted clients.
- May be asked to assist with other programs, projects, and/or resources that benefit South Bend residents and neighborhoods.
Homeowner / Ownership Resources
- Perform client intake and eligibility assessments to administer programs.
- Coordinate client application and interview process to obtain personal financial, credit, and other pertinent information.
- Assess and evaluate client eligibility in terms of written materials and oral presentation based on various program guidelines.
- Review and process applications which may include income qualification.
- Establish databases for grant tracking and the measurement of results.
- Prepare and process grant applications for appropriate review-body.
- Assist with preparation for related non-profit board meetings and loan committees.
- Receive and process appl cations for assistance, communicate effectively with applicants, and ensure eligibility of applications.
- Facilitate procurement processes for contractor services needed to execute the project or program.
- Generate documents, contracts, and correspondence as required in the administration of programs.
Stabilizing and Strengthening Neighborhoods
Coordinate with internal and external stakeholders to ensure successful implementation of programs and resources related to stable, safe, decent housing - including eviction prevention.
Assist with community education and outreach to grow awareness of programs and resources related to stable, safe, decent housing.
Communicate effectively with City staff, partner agencies, and the public.
Manage contracts to ensure compliance and completion of agreed upon product or service.
Maintain a collaborative and cooperative working relationship with partner agencies, applicants and/or contracted entities, grantors, as well as other City departments and the general public.
Develop and/or review of applications or Requests for Proposals / Qualifications related to available funding and programs.
