Department Overview

The Business Information Security Officers (BISO) group supporting TD Securities and Treasury Balance Sheet Management is looking for a capital markets technology risk professional to join our team. You will be working with business, technology, and risk partners to advise, assess, and monitor technology risk and controls. You will provide specialized expertise and guidance on assessing risks, identifying potential gaps, and providing risk and security solutions to mitigate risks and protect TD. You may also participate on projects of moderate to high complexity and provide complex reporting, analysis, and assessments at the functional, business line or enterprise level.

  • Monitor and action issues tracking and intake requests.

  • Lead or contribute to business technology risk assessments, control gap assessments, risk mitigation and remediation plans.

  • Advise partners of Technology Business Risks and Information Security regulations, policies, standards, and incidents.

  • Assess and monitor Business Technology Risk including information security, cyber security, resilience, 3rd party management, project/operations/change management quality, architecture, data quality, and IT compliance.

  • Assist with the definition, monitoring, and reporting of KRIs and KPIs.

  • Adhere to internal policies and procedures, technology control standards, and applicable regulatory guidelines.

  • Influence behavior to reduce risk and foster a strong technology risk management culture throughout the enterprise.

  • Ensure technology, processes, and governance are in place to monitor, detect, prevent, and react to both current and emerging technology and security threats to TD.

  • Develop on-going technology risk reporting, monitoring key trends and defining metrics to measure control effectiveness for your own area.

  • Provide support and consulting for Audits and regulatory reviews; help compose management responses and appropriate remediation activities.

  • Perform Technology Outsourcing assessment as per the MAS guidelines.

Job Requirements

  • University Degree (preferably in Computer Science, Business or Finance).

  • Information Security Certification / Accreditation an asset.

  • Minimum 7 years of experience with capital market applications, architecture, and technology services/utilities across financial products, or financial industry background

  • Skilled at identifying, assessing, and monitoring technology risks including information security, cyber security, resilience, 3rd party management, project/operations/change management quality, architecture, data quality, and IT compliance.

  • Advanced knowledge of one or more technology controls or security domains, disciplines and practices.

  • Sound to advanced knowledge of business, technology controls, security and risk issues.

  • Demonstrated ability to participate in projects of moderate to high complexity and provide complex reporting, analysis, and assessments at the functional, business line or enterprise level.

  • Experience with a Governance Risk and Control Tool like RSA-Archer is an asset.

  • Knowledge of Agile methodology and Jira an asset

  • Must be eligible for employment under regulatory standards applicable to the position.

  • Perform Technology Outsourcing assessment as per the MAS guidelines.

  • Good working knowledge of MAS Technology Risk Management guidelines, Cyber Hygiene notice and HKMA's CRAF (Cyber Resilience Assessment Framework).
