Citigroup Country Business Head Legal Entity Governance Head – Operations in Singapore, Singapore

The Legal Entity Governance Head for Operations is responsible for supporting the Singapore Operations & Asia South Cluster Head to lead and execute Operations strategy and priorities across all businesses in Singapore Legal Vehicle Entities. This includes driving Operations and Franchise wide initiatives with key focus on operations governance, resiliency & controls, regulatory engagement, compliance & change management, and country Operations Organizational Health (people aspect).

This role is responsible for the oversight, support and ensuring consistent governance frameworks are appropriately documented, embedded and operate effectively across Singapore Legal Entities for Operations. The position reports into the Singapore Operations & Asia South Cluster Head and will partner with country and cluster management teams to ensure appropriate governance from a country perspective, in alignment with global Citi standards and practices.

The role has specific focus on Singapore Legal Entities, including CBNA Singapore, CSL, CIBSL, CGMS, CGMSS, CTSL and Cititrust, ensuring the organization meets the regulatory requirements for effective governance of all Operations activities impacting the Singapore legal entities including Business Aligned Operations (Services, Markets, Wealth and Banking) and the Core Operations.

The role requires strong understanding of local regulatory landscape, broad and comprehensive understanding of various systems and practices relevant to the function as well as practical experience of multiple business cycles. In-depth knowledge of the industry and direct competitors' products and services is necessary to contribute to the commercial objectives of the business. Excellent communication skills are required to influence wide range of audiences. The role involves both internal and external engagement which will have a major impact and influence in the area managed as well as other related areas of the organization.

The role will also provide oversight and site infrastructure governance for Citi Solutions Center (CSC) Changi. CSC Changi houses more than 5,100 employees and is among our key strategic hubs / service centers in Asia. The site is part of the Global CSC Network which represents 33 well-defined sites around the world supporting Citi's multiple businesses and functions with a key objective of creating a ‘One-Citi’ experience for employees.

Key Responsibilities

Drive strategic Operations priorities and support its execution across Singapore Operations legal entities with key focus areas on Operations Governance, Regulatory and Audit Engagement, Resiliency & Controls, People, Client & Franchise and Financial Management; Provide leadership and governance for Citi Solutions Center (CSC) Changi as expanded accountability.

Operations Governance

  • Support Singapore Operations & Asia South Cluster Head in meeting responsibilities across Singapore legal entity board and other required senior governance forums.

  • Work closely with the Singapore Operations & Asia South Cluster Head to ensure Operations is across Singapore legal entity governance matters and is proactively partnering on current and future change agenda.

  • Ensure Operations compliance to MAS Individual Accountability and Conduct (IAC) guidelines, driving the overall agenda and outcomes, ensuring this meets defined standards with matters escalated accordingly; Ensure proper framework to support the Senior Manager responsibility.

  • Provide thought leadership and actively represent Operations in industry forums to shape policy and regulations.

  • Maintain robust and complete oversight and ongoing monitoring of all core processes that are outsourced or offshored.

  • Ensure delivery of critical client services and programs.

  • Oversee Operational Risk Events (Near-misses, Actual Loss, etc.) and drive lessons learnt across Operations supporting the country.

  • Define and maintain a holistic governance framework for activities conducted for Singapore Operations legal vehicles which includes accountability for associated governance and information flows and appropriate linkage to and leverage of established policies.

  • Challenge Management Information received, drive consistency thereof, and ensure transparent information is provided in associated review forums.

Regulatory and Audit Engagement

  • Ensure all the specific requirements associated with the Singapore regulatory environment are adhered to and documented accordingly.

  • Represent Operations to country regulators including regulatory meetings, ongoing regulator engagement/update, onsite inspections, and data requests.

  • Maintain close and successful interaction with the Singapore Board, Committees, Regulators, Government and relevant industry bodies.

  • Ensure proper framework to comply with regulatory expectations and implement new local/global regulatory requirement across Operations.

  • Partner with respective functions to ensure that regulatory expectations with regards to Operational Resilience, Data Privacy, Third Party Risk management are met.

  • Ensure timely and accurate regulatory reporting across Operations units.

  • Support Singapore Operations & Asia South Cluster Head to drive Cross Franchise Operations audits in the country.

  • Ensure Transformation / Consent Order commitments & Data Concern Remediation Management items specific to country are executed.

Resiliency & Controls

  • Escalate, manage, and report significant risk events and issues timely and with transparency to Singapore Operations & Asia South Cluster Head and key franchise and cluster stakeholders following the escalation policy and standards.

  • Support fostering an environment of proactive escalation and prompt resolution of all country Operations issues and create a culture of accountability.

  • Represent Operations in Operations Resilience, Business Continuity and Crisis Management exercises in the country.

  • Ensure timely closure Corrective Action Plans (CAP) across Operations in country.

  • Embed control and compliance procedures into every aspect & appropriately assess risk during business decisions.

  • Drive adoption of best practices across Operations processes and teams in the country.

  • Demonstrate consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets, by driving compliance with applicable laws, rules, and regulations.

  • Adhere to Citi policies and guidelines and apply sound ethical judgment regarding personal behaviour, conduct and business practices.

  • Ensure compliance risks are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite statement and all policies and processes established within the risk governance framework.

People, Client & Franchise

  • Maintain a strong focus on delivery of high-quality customer services through Operations processes while maintaining a pristine control environment.

  • Support Singapore Operations & Asia South Cluster Head to execute functional strategies requiring coordination and integration across Operations in the country.

  • Partner and influence country, cluster, and global Operations teams to determine and implement the strategic approach for Operations functions.

  • Ensure continued alignment to the Operations Operating Model and strategic priorities, enabling the franchise and businesses to achiever their day-to-day operational and long-term goals.

  • Understanding the industry, competitors, and internal product offerings to contribute to the commercial objectives of the business, and drive improvements within the functional areas, including leading a successful risk control environment.

  • Support Singapore Operations & Asia South Cluster Head to promote talent development and mobility, drive a culture of inclusion, diversity, and meritocracy, and foster a culture of collaboration, innovation, and continuous improvement within Operations teams.

CSC Changi

Support CSC Changi Site Head to:

  • Build, implement and manage a Site Governance Structure to actively support site strategy and manage the environment.

  • Address and resolve any site-related issues that impact attrition, capacity, risk and control or the general ability of the site to perform its functions.

  • Active engagement of key stakeholders and business / function decision makers, marketing CSC’s value proposition and oversee the migration of activities into the CSC.

  • Oversee Crisis management at the site including planning and practice, decision making, escalation and communication.

  • Ensure that business units operating at the site maintain and exercise Crisis Management plans and COB Alternative workplace strategies.

  • Drive a common cross-site recruiting strategy that engages all functions. Supports and encourages internal mobility. Promote Diversity & Inclusion (taking account of VOE, diversity metrics, etc.)

  • Manage site-wide employee engagement activities and events.

  • Develop an effective Communication Strategy for both internal and external stakeholders providing regular updates on the site.

  • Represent Citi in for internal and external (media, regulatory, and community) relationships and communications.

  • This role will provide unique visibility, cross-functional experience and knowledge within Operations and the CSC across other Products and Functions.

  • The position involves a significant amount of interaction with senior leaders and direct involvement in a variety of strategic projects. The role will provide a strong understanding of the Singapore Operations regulatory environment and Citi’s business.

Qualifications:

  • Significant level of relevant experience. He/She should have experience in Banking – Operations related areas / projects involving Operations Policy and Planning / Financial Networks and Applications / Financial Information Systems / Operational Risk and with a Legal Entity / Regulatory background. Knowledge of other risk disciplines a plus.

  • Significant understanding of the regulatory environment and experience in managing regulatory expectations in a complex environment.

  • Demonstrated analytical ability; asks insightful questions, breaks analytical challenges into workable components and draws meaningful conclusions. Well versed in breaking down complex matters into core issues and root causes that can be more readily addressed.

  • Proficient in developing new ideas to mitigate risk and improve current processes.

  • Prioritizes high impact potential problems effectively. Consistently reads different situations accurately and takes appropriate action to gain senior colleague/ client commitment. Articulates clearly how risk technology supports unit's business, as well as the issues due to gaps between the current technology and known business requirements.

  • Advanced Leadership skills - Operates as a leader, with an understanding and appreciation for diverse backgrounds. Ability to establish and build trust with key stakeholders and business leaders. Strong value system and sense of ethics. Exceptional Communication and presentation skills.

  • Bachelor’s/University degree or equivalent credentials and managerial experience.
