More About the Role:

The Defense & Intelligence Group of Leidos has an opening for the Navy’s Service Management, Integration and Transport (SMIT) Piers Connectivity Services program Communications Network Engineer. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.

SMIT is the Navy’s largest IT services program valued up to $7.7 billion over 8 years. The Leidos team will deliver the core backbone of the NMCI, including cybersecurity services, network operations, network engineering, end user support, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.

The Position involves extensive knowledge of network communications, architecture, security controls and configuration.

Candidates for this position are highly motivated and have working knowledge of network operations, fault diagnosis, repair, installation, configuration, cabling, passive infrastructure, troubleshooting, project execution, and COMSEC Operations, as well as the ability to follow detailed policies and procedures. The ability to work in a dynamic, team-oriented, fast-paced and mission-focused environment is a must.

What You'll Get to Do:

The ideal candidate will be responsible for overseeing the Network Operations of the Piers Network Management System (PNMS). The Piers Connectivity Services Technical and Cyber Lead will serve as the Subject Matter Expert, Escalation Point and Technical Lead for all troubleshooting of incidents and service outages to U.S. Naval Vessels while in port. The candidate will be responsible for tracking and overseeing network operations and engineering activities across all Global Piers Connectivity Services areas of operations. The candidate will be responsible for producing reports to quantify contract deliverables, with a focus on IT services and knowledge of the Navy Networks and piers connectivity requirements. The candidate will assist the Regional Service Delivery Managers and Site Leads, when necessary, to coach team members to accomplish project goals, meet established schedules, and resolve technical or operational issues. The Candidate will provide the Government and Piers Service Delivery Manager accurate and timely status regarding task execution and performance of networking contract deliverables.

•Direct responsibility for the overall management of the BAN/LAN/WAN Network Operations on the Piers Network Management System (PNMS), troubleshooting, repair, installation, cabling, configuration, implementation, and integration of current and future PNMS network architectures as per approved processes and procedures.

•Oversees maintenance, troubleshooting, repair, and removal/replacement of faulty hardware using SOPs, TTPs, work instructions, vendor guidance, and other documented processes and procedures.

•Serve as the Subject Matter Expert, Escalation Point and Technical Lead for all troubleshooting for incidents and service outages to U.S. Naval Vessels while in port.

•Interfaces with the Network Operations Center (NOC) as required in support of incident troubleshooting and restoral.

•Supports network configuration/asset management activities, manages configuration drift, and accurately creates or modifies network documentation to reflect the as-is and/or to-be environment.

•Oversees Cybersecurity requirements and implementation of security controls, to include asset scanning and vulnerability mitigation compliance across PNMS.

•Coordinates and supervises network upgrades and planned maintenance activities with SMIT and Piers Network Management System (PNMS) Program and customer stakeholders.

•Oversees and performs monitoring (health and status) of network systems and proactively identifies potential issues before they impact users; recommends and/or applies corrective actions to mitigate network issues.

•Documents work activities/details per established tools and processes; maintains accurate site documentation.

•Coordinates software upgrades and changes to the PNMS system and communications infrastructure as prescribed by Domain Architects, Design and Configuration Teams.

•Direct customer facing position providing overall operational networking oversight for 18 support locations throughout the Continental United States and Hawaii.

•Drive business and reporting rhythms, directing Piers Connectivity Services Networking staff to perform all tasks within scope and meet required service targets for incidents and service outages to U.S. Naval Vessels while in port.

•Responsible for the management of program scope in order to meet schedule requirements; directing personnel to perform tasks and reporting progress to Program Management.

•Oversees IT knowledge and equipment asset transfer, ensuring that personnel are prepared to assume duties in order to meet defined schedule and scope requirements.

•Maintain a collaborative work environment, working with personnel to ensure that comprehensive knowledge transfer activities associated with job functions and daily tasks are successfully conducted.

•Identify and document skill enhancements/training needed based upon observation of actual performance versus documented site Standard Operating Procedures (SOPs).

•Manages staff to conduct asset inventories, directing asset reconciliations, inventories, and configurations across sites.

•Establish and maintain transparent and respectful working relationships with customer and Program Management leadership, and peers.

•Serve as a mentor to junior-level leadership personnel, providing them with opportunities to enhance technical knowledge and topology requirements.

•Travel may be required depending on customer and project requirements.

Physical Requirements:

•Must be able to lift and carry 50 lbs. for up to 100 feet at a time; must be able to lift 25 lbs. vertically using ladders

•Must be able to work in confined spaces, such as raised floors or communications closets; must be able to work in noisy environments, such as data centers and operations centers; must be able to stand or sit for 8 hours at a time.

•Must be able to utilize basic hand tools such as screwdrivers and wrenches while rack mounting active and passive equipment using small screws and brackets.

•Must have normal color vision to identify different colors of wires and cables; must have correctable vision to 20/20 or better so you can see objects and information displayed in schematics, test equipment, and computer monitors; must have depth perception to be able to judge distance between objects to work safely on ladders and in confined spaces; must be able to use and read digital test equipment such as OTDR

•Must be able to drive corporate vehicle to different locations to work on projects and troubleshoot; valid state license required.

You'll Bring These Qualifications:

•Requires B.S. Degree and 8–12 years of prior relevant experience or Masters with 6–10 years of prior relevant experience. Additional relevant experience may be considered in lieu of Bachelor’s degree (4 additional years of experience may be substituted for a Bachelor’s degree at the hiring Manager’s discretion).

•US Citizen with an active DoD Secret Clearance.

•Valid DoD 8570 IAT Level II: Security+ or higher Certification.

•Valid OEM Certification: Cisco Certified Network Associate-Security.

•Ability to be scheduled to work or be called in to work during off hours and weekends to meet customer mission support requirements.

•5+ years’ experience troubleshooting complex routing and switching issues.

•5+ years’ experience configuring switches, routers, network appliances, WAN acceleration devices.

•Experience with multiple vendor routing, switching or wireless product lines.

•Strong understanding and in-depth knowledge of TCP/IP network/subnet addressing.

•Ability to work independently and in a team environment to resolve technical issues in a dynamic environment.

•Customer service experience.

•Must demonstrated expertise in IT Enterprise Operations.

•Must be located near United States Navy Installation.

These Qualifications Would be Nice to Have:

•Bachelor's degree in relevant field.

•Top Secret Security Clearance.

•MPLS experience.

•DevOps, CI/CD experience.

•Scripting experience (i.e. Python, etc…).

•Automation experience (i.e. Ansible, Puppet, Chef, etc…).

•SDN/SD WAN experience.

•Professional or Expert level vendor certifications.

•ITIL certifications.

•Prior experience managing Navy/Marine Corps or other DoD contract projects.

Pay Range:

Pay Range $87,100.00 - $157,450.00
