Global Communities Sr. Technical Advisor, Maternal, Newborn, Child Health, and Nutrition (MNCH+N) in Silver Spring, Maryland

The Senior Technical Advisor, Maternal, Newborn, Child Health, and Nutrition (MNCH+N) will lead MNCH and N resource development, strategic planning, direction-setting, prioritization of organizational resource investments, and positioning of Global Communities as a leader in MNCH+N. The Senior Technical Advisor will work collaboratively across other departments to ensure the technical and programmatic strength and impact of Global Communities’ global and country-level investments. The Senior Technical Advisor will develop program technical MNCH and N standards and collaborate with other departments at Global Communities and IntraHealth, a Global Communities Partner, including Global Operations, Strategic Growth and Partnership, and Monitoring and Evaluation and Learning to ensure quality program implementation.

Responsibilities

Responsibility Area: New Business Development (50%)

The Senior Technical Advisor will grow the MNCH+N technical portfolio, lead positioning at global level, and support country level teams to position for new opportunities in partnership with GC’s Strategic Growth and Partnership (SGP) team and IntraHealth, a Global Communities Partner. The Senior Technical Advisor will ensure new business development pursuits are aligned with the organization’s strategic technical and programmatic priorities.

  • Identify, pursue, and secure new growth opportunities in MNCH+N both with existing donors and with new and non-traditional donors and investors, including the private sector.

  • Develop strategic priorities, including a multiyear pipeline for portfolio growth.

  • Lead the development, technical design, and/or writing of major USAID and USG MNCH+N proposals.

  • Lead writing or reviewing of sections of MNCH+N proposals (as needed). Coordinate technical inputs from technical leads and technical contributors to produce high-quality technical narratives for USG focus proposals.

  • Represent Global Communities and IntraHealth, a Global Communities Partner, as the MNCH+N expert and point of contact at Global Communities for current and future donors, such as family and private foundations, to expand new opportunities.

  • Develop strategies to inform, influence, and shape MNCH+N programs and strategies using the latest evidence, best practices, and lessons learned.

Responsibility Area: Thought Leadership and Organizational Visibility (25%)

The Senior Technical Advisor will demonstrate a deep understanding of and keep up with the current conversation in their technical sector.

  • Represent Global Communities and IntraHealth, a Global Communities Partner in MNCH+N networks, global clusters, and to Global Communities’ key donors, including USAID, the Department of Agriculture, the Office of the Global AIDS Coordinator (OGAC)/PEPFAR, BHA (Bureau of Humanitarian Assistance), and other USG agencies.

  • Lead external engagement and strengthen GC MNCH+N networks for program growth and thought leadership.

  • Position Global Communities and IntraHealth, a Global Communities Partner, as an expert organization in MNCH+N technical sector.

  • Develop annual plans that produce products for MNCH+N project learning dissemination via journal articles, conference proceedings, social media, and internal papers. The Senior Technical Advisor will encourage and facilitate staff participation in technical workshops, conferences, and working groups, including GC’s MNCH+N Community of Practice.

Responsibility Area: Program Excellence (25%)

The Senior Technical Advisor for MNCH+N is accountable for overseeing the technical implementation of MNCH+N projects or MNCH+N components of projects for Global Communities and IntraHealth, a Global Communities Partner, as assigned.

  • Build the technical capacity of project staff through technical assistance, ensuring the project’s technical approach and monitoring the overall quality of technical implementation.

  • Develop Global Communities’ programmatic quality standards for quality program delivery of the MNCH+N portfolio in line with the Technical, Quality, and Impact teamwork plan.

  • Assess and help resolve technical and programmatic issues in collaboration with project leadership and program operations.

  • Develop quality standards to monitor implementation to ensure the quality and rigor of donor deliverables and technical implementation in partnership with the Monitoring, Evaluation, and Learning team to generate evidence of program effectiveness and results that can be used to strengthen the broader evidence base and advance learning.

  • In partnership with country teams, ensure that Global Communities’ technical programs are evidence-based, state-of-the-art, and culturally relevant to the communities they serve.

  • Build capacity through technical assistance to projects as necessary and provide organizational and technical support inMNCH+N.

  • Lead the integration of MNCH+N methodologies and approaches across other technical areas as needed and relevant.

POSITION SPECIAL RESPONSIBILITIES :

  • Domestic and international travel up to 30% time.

  • Promote a culture of excellence, inclusion, learning, support, diversity, and innovation.

  • As needed, support build local capacity at the country level of the national staff.

Qualifications

  • An undergraduate degree in a related discipline and a minimum of eight years of related work experience or a minimum of ten years of related work experience.

  • Proven track record in new business development, including securing significant multi-year program funding from USAID, including program design, proposal writing, networking, partnership cultivation, and marketing, as well as proven experience in developing inter-institutional linkages.

  • Experience working and networking with international donors, such as USAID, other bilateral development agencies, multi-lateral development banks, United Nations agencies, foundations, and corporate philanthropies.

  • Excellent critical thinking skills and sound judgment.

  • Excellent English oral and written communication skills; proven effective communication skills.

  • Excellent public speaking and networking skills.

  • Abilities in a second language in one of GC implementing countries.

  • Good interpersonal skills with the ability to build strong relationships with staff, current and potential donors, partners, and government representatives at all levels in a culturally sensitive manner. Proven flexibility and adaptability.

  • Proven ability to learn quickly, apply knowledge, manage deadlines, work independently with minimal supervision on familiar assignments, submit high-quality work plans, prioritize workload, and multi-task in a fast-paced environment.

  • Strong team-management approach to program support and program development. Ability to integrate management approach with professional peers.

Location and Work Schedule

This selected candidate can be based in Silver Spring, MD or San Diego, CA. Candidates must be authorized to work in their preferred country without any restriction.This role is on a hybrid/telework schedule. The selected candidate is expected to work at least twice as week (Tuesday, Wednesday, or Thursday) from either our San Diego or Silver Spring office and the remainder of the week from an approved remote location.

Salary and Compensation

The estimated salary for this position is between $102,953-141,560. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is not eligible for allowances.
