• Formulating local IT outsourcing management procedures / oversight framework.

• Following company Outsourcing Policies & Guidelines and Outsourcing risk management regulations issued by China regulators to perform the oversight for the outsourcing activities.

• Representative of Citibank China for IT outsourcing management and be responsible for the whole lifecycle, such as onboarding, contracting, ongoing monitoring, termination etc.

• Supporting the data cross-border review and clearance adherence to local regulatory requirements and meantime aligning with internal operating model.

• Guiding the team for outsourcing review and determination and ensure control effectiveness for the internal and external review or inspection.

• Performing onsite inspection to the vendors and identifying issues for escalation and improvement.

• Partnership with governance team and second lines for IT outsourcing related regulation interpretation, gap analysis and implementation.

• Working closely with cluster and global partners to promote the regulatory requirement implementation, sharing of best practices, increased cooperation and coordination.

• Managing reporting and metrics on timelines, completion progress, issue escalation and communication of outsourcing activities. Acting as a single point of contact for IT outsourcing related requests.

• Taking Ownership for coordination and presentation on the IT outsourcing risk related forums and committees.

• Independently verifying, validating and escalating on control activities and observations.

• Assisting other businesses who have dependencies on technology to address control and risk issues.

Requirements

• Full time bachelor or above degree holder

• Minimum 10 years of working experience in IT risk management or vendor relationship management.

• Familiar with China laws and regulations, having professional judgement and viewpoint on IT outsourcing management risks and related process execution.

• Experience in dealing with internal and external audits, regulatory engagements.

• Excellent verbal and written communication skills in English and Chinese, good technical and business knowledge, good documentation and presentation skills.

• Responsible and reliable, willing to take ownership and with independent working capabilities.
