Job Description:
The SVP Business Execution is a professional responsible for leading the implementation and ongoing execution and delivery of complex, cross-franchise regulatory reporting deliverables. Represent the bank and be the point of contact for regulators on relevant regulatory reporting requirements. Requires strong ability to lead facilitation, coordination and arbitration across departments to drive quality improvement and execute new requirements. Stakeholder management across a range of seniorities.
Responsibilities:
Manage the end-to-end implementation of UCDR (Unified Common Data Reporting) in China, through coordination with a range of stakeholders including technology, compliance, data office, report owners, and data provider departments.
Oversee ongoing quality enhancement and change management, routine deliverables, and quality assurance of UCDR after its initial implementation, through cross-department coordination and regulatory communications.
Direct the communication of status, issue, and risk disposition to all stakeholders, including Senior Management and Board, on a timely basis.
Act as Primary Business Information Owner and Security Matrix Owner of China’s local data aggregator system, and work with application manager / Technology to ensure overall system infrastructure robustness.
Lead a team who is responsible for the facilitation of change management, routine delivery, and quality assurance of EAST, FBDR, UCDR.
Assess and refine the detailed scope of work of the Regulatory Reporting Team to rationalize efficiency and accountability in the end-to-end reporting lifecycle
Oversee the governance of China supervisory statistics, including the establishment of framework and internal coordination of relevant stakeholders to meet regulatory requirement.
Oversee the governance of non-RMRR regulatory reports through coordination with relevant report owners.
Attributes:
Strong verbal and written communication skills in both Chinese and English for interaction with senior stakeholders and regulators.
Ability to effectively navigate organizational complexity and manage by influence.
Liaise with Internal Audit effectively throughout the lifecycle of audits, including issue and correction action ownership determination.
Serves as a subject matter expert for relevant cross-franchise regulatory reporting requirement, including but not limited to UCDR, EAST, FBDR, non-RMRR governance.
Ability to operate with a limited level of direct supervision, and exercise independence of judgement and autonomy.
Qualifications:
Bachelors / University degree equivalent experience
15+ years of experience
Regulatory reporting and project management experience
Experience with direct interaction with local regulators
Knowledge and understanding of how Citi operates
