Scott County Community Development Agency CDA Human Resources Manager in Shakopee, Minnesota
Description New, full-time position developing and overseeing all aspects of human resource practices, policies and processes to support a workplace culture aligned with Scott County CDA priorities and core values and ensure compliance with employment laws and regulations. Essential Functions Develop, implement and continuously improve strategies and processes to attract and retain top talent. Partner with Executive Director and hiring managers to identify team needs, define roles and develop recruiting strategies. Coordinate selection, offer and onboarding processes with hiring manager aligned with CDA policies, practices and values. Foster a positive workplace environment by demonstrating and teaching the skills needed to support open communication and conflict resolution. Be a coach and resource for employees and managers in navigating workplace concerns. Address employee grievances and conduct any necessary investigations in a fair and timely manner. Develop and implement performance appraisal processes aligned with CDA values. Provide thoughtful guidance and support to managers and assist them in identifying training and development resources to address performance-related issues. Promote a culture of learning and growth. Identify training needs and develop resources and programs to enhance individual and team skills and knowledge in support of CDA strategic priorities. Coordinate orientation activities for new hires. Partner with leadership to design and administer competitive compensation and benefits programs aligned with CDA values and strategic priorities. Accurately administer those programs and coordinate the work of administration vendors. Provide regular education to CDA team on programs and policies to ensure understanding and assist in resolving questions. Collaborate with Finance team to ensure accurate and timely processing of payroll. Develop, implement and maintain human resource policies and procedures aligned with CDA values and in compliance with local, state, and federal regulations. Stay up-to-date on labor laws and best practices in human resource management. Maintain human resource metrics and generate accurate reporting to support strategic decision-making. Analyze employee data and feedback to identify trends and areas for improvement. EDUCATION AND EXPERIENCE Bachelor s degree in Human Resources, Business Administration or related field, or commensurate on-the-job experience. Considerable knowledge of human resources methods, practices, policies and legal requirements including talent acquisition, talent development and rewards, and separations. Demonstrated experience building and productively working across teams and multiple stakeholders to coordinate work and influence outcomes. Proficient with human resource administration, recruiting and payroll tools as well as Microsoft Office (Word, Excel, etc.).
