This position serves as the Chief Executive Officer at the Minnesota Correctional Facility (MCF) – Shakopee and is accountable for the entire scope of the operation. The purpose of the position is to provide administrative leadership and direction to incarcerated people, employees and contractors.

The Warden and staff are responsible for enhancing public safety by providing the security, sanctions and controls necessary to contain and manage incarcerated people. The Warden sets the priorities and carries out the DOC’s mission of transforming lives for a safer Minnesota by maintaining safe, secure and humane conditions for all employees and incarcerated people who work and live in a Minnesota Correctional Facility.

This appointment is limited in duration with an anticipated end date on or before December 31, 2026.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • A minimum of four (4) years of advanced level supervisory and/or managerial experience within a criminal justice setting and your experience must include responsibility for development and administration of budgets; development and implementation of policies; managing rehabilitative programs and all other services in support of 24/7 client-based operation; and working collaboratively with members of an executive or managerial team.

Applicants who meet the above qualifications will be further evaluated for the following:

  • Knowledge of human resources principles, procedures and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining contracts/plans and affirmative action/equal opportunity policies.

  • Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, the media, attorneys, incarcerated people and other state agencies and to elicit cooperation from staff and incarcerated people to resolve difficult and potentially dangerous situations affecting the safety and security of incarcerated people, staff and the public.

  • Human relations and conflict resolution skills sufficient to effectively solve problems in a manner that is sensitive to organizational structures and cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and incarcerated people to resolve difficult and potentially dangerous situations affecting the safety and security of incarcerated people, staff and the public.

  • Ability to provide leadership and management of staff in the delivery of programs, divisional planning, program control, and implementation of new or revised programs, policies, procedures and resource allocations.

  • Strong leadership skills and the ability to effectively coach, develop, direct, and manage employees to ensure a highly skilled, harmonious, service-oriented team.

  • Exceptional interpersonal skills and experience in dealing with complex personnel matters which require excellent judgment skills, poise, initiative, and tact.

  • Comprehensive knowledge of evidence-based practices, and exhibits familiarity with the best practices in all functional areas

Preferred Qualifications

  • A bachelor’s degree or higher in Business Administration, Public Administration, Human Resources, Psychology, or other closely related field as determined by the agency.

  • Completion of the State’s Emerging Leaders Institute (ELI), Senior Leadership Institute (SLI), Strategic Effectiveness for Aspiring Leaders (SEAL), or similar leadership development program

  • Knowledge of legislative processes and/or legislative experience.

  • Experience in managing program implementation, staff scheduling, and prioritization of resources.

  • Experience and skills in public speaking.

  • Five (5) or more years of advanced level supervisory and/or managerial experience within a correctional setting.

Physical Requirements

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

New employees will be fingerprinted within the first 30 days of employment.
