Role Statement:

Responsible for the implementation of effective HSE and/or Quality and/or Security Management systems and processes to reduce work related accidents of CTD Malaysia as well as reducing our footprint on the environment and improving the quality of the delivered services. He/she will works with the Management Team to assist them to improve their operations, activities and performance related to HSE and/or Quality and/or Security.

Responsibilities (Obligation to ensure that the action is taken):

  1. Country animation

  2. Cascade QHSSE Requirements (Statement, Policies, Procedure, Newsletter, Alerts ets) into integrated management system.

  3. Lead and animate the HSE and/or Quality and/or Security network in the Country (where applicable)

  4. Participate in the recruitment, training and assessment of HSE and Quality and/or Security resources

  5. Coordinate country tasks (Management System, Audit & reports)

  6. Management system

  7. Identification of local high-risk activities and ensure that processes are in place to protect employees and mitigate the environmental impact

  8. Mapping of local business processes and ensure they are understood and complied with

  9. Track and report required HSE and Quality and Security KPIs to HSE and Quality and Security Manager(s) and local management (Tableau and monthly reports)

  10. Develop or update necessary local procedures to comply with applicable requirements

  11. Lead or maintain the ISO 9001, 14001 and ISO 45001/OHSAS 18001 certifications

  12. Identify and disseminate best practices within the CTD Malaysia

  13. Management system

  14. Conduct Root Cause Analysis of on-performance, propose corrective and preventive actions

  15. Analyze Group Safety/Security Alerts, propose local action plan to management and report implementation to Group

  16. Check the deployment of the Client Satisfaction survey processes

  17. Communicate local safety alerts to country employees and manager

  18. Deploy Safety/security Campaigns in coordination with HR network

  1. Ensure QHSSE induction and training material are appropriate, include Group e-learning modules, and coordinate with HR for the annual training plan. If necessary, deliver training

  2. Ensure with local management that PPEs are properly managed

  3. HSE Performance

  4. Conduct incidents & accidents investigation

  5. Coordinate audit program and conduct internal audits with QESIS

  6. Track corrective & preventive action implementation

  7. Coordinates Management Review

  8. KPIs (to be amended if necessary)

  9. Safety : FAT, LTR, TAR, ASR, Near Hits, First Aids, causes of accidents, number and investigation of serious accident

  10. Environmental : Carbon footprint reduction (compare to Y-1)

  11. Quality : number and investigation of significant quality event

  12. Prevention : number of HSSE induction and initial medical surveillance, number of internal audits, number and causes of near hits, number of STBT

  13. Group programs : monitoring of safety campaigns KPIs.

  14. TECHNICAL COMPETENCIES

  15. ISO 9001, ISO 14001 ISO 45001/OHSAS 18001: able to conduct internal audit, to maintain certifications either internal or external

  16. Legal applicable requirements: knowledgeable in applicable under Malaysian Regulation

  17. Accident investigation: able to coordinate an accident investigation (5 whys)

Requirements:

  1. Education

  2. Essential : Degree from recognize courses and universities in Malaysia or Oversea

  3. Desirable : Recognize Degree related to HSE Management System in Malaysia or Oversea

  4. Working experience:

  5. Minimum 4 years in QHSE Management System such as ISO 9001, ISO 14001, and ISO 18001/ISO 45001, OSH Legal Requirements and Accident Investigation.
