Hill International is seeking a Vice President in Seattle, WA This position is accounting for the set-up of the General Engineering Consultant (GEC) program team and leading it to successful delivery of the complex Washington State Ferries System Electrification Program (WSFSEP). Develop and implement the engagement plan for senior stakeholder and client staff so as to develop positive such relationships. Communicate the actions needed to implement the GEC team's technical strategy and business plan; motivate staff to commit to these to achieve these goals. Take the appropriate action to resolve any issues identified during program delivery to give senior stakeholders and clients the confidence that the program can be delivered to time, budget, and quality objectives. Function as a subject matter expert in the area of program delivery to senior stakeholders and clients. Develop and/or deliver budget plans at the task order level relative to the program with guidance from senior client staff. Develop and/or deliver a management plan for significant aspects of program risks. Oversees and approves the Risk Management Plans for projects/programs as required. Implements risk management improvements for projects/programs and practice. Explore and develop a detailed understanding of external developments or emerging issues and evaluate their potential impact on, or usefulness to, the program. Conduct or oversee complex feasibility studies and document findings as needed relative to the program. Drive a culture of innovation by enabling the creation of multi-stakeholder cost effective solutions to identified issues. Oversee the development of project and program management frameworks and tools and ensure compliance. Provide specialist advice from the GEC team to the senior client staff so as to resolve complex issues and then enabling others to take appropriate actions. Support the project review process; provide stakeholders with accurate and relevant information and key recommendations at agreed review points to enable them to evaluate progress and agree on change. Oversees project and internal communication protocols for quality, effectiveness, and efficiency. Recommends communication improvements based on experience and knowledge. Identifies and resolves differences between individuals and internal/external parties within the parameters of the contract to prevent negative and destructive impacts from occurring. Monitors compliance with the commercial requirements of the prime contract, subcontracts, and internal agreements in relation to the project and securing the provision of services from others following a robust and auditable procedure in accordance with Hill International requirements. Collaborates with various levels of WSF and Washington State Department of Transportation contracting staff so as to avoid any adverse commercial issues with those agencies. Agrees, manages, and discharges duties under the contract, sub-contracts or internal agreements including the monitoring of compliance and management of change for the program. Manages dispute resolution on program. Recommends to clients various procurement options applicable to the project/program. Oversees continuously the accuracy of the project governance and organization structures. Makes adaptions or changes as needed through the project life cycle to keep the project/program goal on track. Forecasts potential opportunities and recommends suitably qualified people for a project, based on current company plans and individual needs. Helps resolve resource conflicts between projects/programs. Identifies staffing shortages within the practice, advises management and human resources on current and future needs.
