U.S. Coast Guard Vessel Traffic Management Specialist in Seattle, Washington

Summary This position is located in Department of Homeland Security, District 13, Seattle, Prevention Department, Vessel Traffic Service Branch, Seattle, WA. Responsibilities In this position, the incumbent will be providing direct vessel traffic management services as a Vessel Traffic Control Specialist in a Coast Guard Traffic Center. Incumbent is also responsible for promoting the safe and efficient movement of maritime traffic in assigned geographic area. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Monitoring, informing, advising and directing the movement of vessel traffic in the assigned sector. Gathering, analyzing and disseminating nautical data and navigational safety information. Coordinating advisory information between participating and non-participating vessels and small craft, many of which may be involved in activities such as regattas, fishing or other marine events. Providing radar tracking or other sensor information in support of other Coast Guard missions, including search and rescue, law enforcement, and military missions. Operating a variety of surveillance sensors, communications, and data processing equipment. Participating in training exercises to prepare for maritime accidents or natural disasters. The incumbent of this position must be able to communicate clearly orally, accurately listen, and have clear vision with the ability to decipher certain colors. Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Key Requirements: U.S. Citizenship is required. Qualifications To Qualify for the GS-11 Grade Level: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Working in a commercial transportation facility or terminal utilizing Federal, State, and municipal regulations governing the use of maritime vessels to perform duties. Assisting in promoting the safe and efficient movement of maritime traffic in assigned geographic areas. Ensuring that vessel traffic is properly informed, advised, or directed in order to reduce the probability of collisions, rammings, groundings, and ensuing environmental damage. Assisting in monitoring the progress of vessels, and informing, advising, or directing vessel operators in assigned areas. Maintaining a readiness posture to ensure traffic can be brought under positive control to avoid a catastrophic incident. Employing computer and communications technology to provide critical information and guidance to a master, pilot, or person in charge of vessels. OR Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
