Port of Seattle Procurement Officer II in Seattle, Washington
Some of what you'll be doing:
As a Procurement Officer II, you will employ proper procurement strategies to ensure compliance with regulations as required by Washington State, Federal law, and Port policies and Procedures with proven contracting processes for a solicitation. You will guide internal and external customers regarding the procurement of goods, technology solutions, innovation projects, and purchased services.
You will review and evaluate statements of work, independent cost estimates, milestones, funding, and schedules while ensuring the planning encompasses the Revised Code of Washington (RCW) and federal law to identify and mitigate procurement as well as contract management risks.
You will prepare and or review scope and statements of work, technical plans and specifications, and conduct market research, negotiations and interviews for procurement.
You will develop procurement objectives in terms of competition and price; and construct solicitation vehicle including pricing arrangements, Special Terms and Conditions, and appropriate evaluation/ responsibility criteria and applicable socioeconomic programs.
You will confirm complete and final payments per contract terms and conditions, applying any reductions, and closing contractual items in systems and databases.
You will coordinate and prepare procurement and contract documents with multiple project team members with an emphasis on speed without compromising quality.
You will perform verification of supplier requests for payment against contract terms and recommend to Central Procurement Office (CPO) management termination of contracts for default or convenience as necessary and appropriate.
You will troubleshoot late payments and investigate/remedy the issues that led to the non-payment.
You will actively participate in the Port’s process improvement efforts including Standard Operating Procedures (SOP), template, and guidance document improvements and rewrites.
Who you are:
Experienced – You have two (2) years of experience in procurement, grants, and/or contract development.
Desired – We hope you have experience in reviewing statements/ scope of work, and contract administration of negotiated procurements of service agreements, community-based grants, purchased goods, or construction for a public or private entity. We hope you have experience with tools/systems like, PeopleSoft and SharePoint. Additionally, we hope you have experience in the procurement of technology. Lastly, a certification from the National Institute for Government Purchasing (NIGP) would be preferred.

Expert – You have basic knowledge of procurement methods, risk mitigation strategies, identifying limiting specifications, developing pricing strategies, reviewing Engineers’ estimates, shipping terms and methods and preparing and leading contract discussions/interviews. You have basic knowledge in executing contract pricing blanket order agreements. You also have understanding and application of project management skills and techniques.
Adaptable – You can manage stressful situations and can work effectively in situations involving uncertainty or lack of information and respond accordingly. You can also handle sensitive and confidential information with discretion.
What else you need to know:
Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You must be able to attend off-site and community outreach meetings outside of standard work hours; tour construction job sites and lead tours of various facilities during procurement process. You may be required to work during emergencies and provide coverage for Holidays on a rotating basis.
Work Environment - This work will take place in a hybrid/in-office setting at Management’s discretion. There is a full-time on-site requirement during the initial probationary period that will be evaluated on a periodic basis.
Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
