The Institute for Health Metrics and Evaluation (IHME) is an independent research organization at the University of Washington (UW). Its mission is to deliver to the world timely, relevant, and scientifically valid evidence to improve health policy and practice. IHME carries out its mission through a range of projects within different research areas including the Global Burden of Diseases (GBD), Injuries, and Risk Factors; Future Health Scenarios; Cost Effectiveness and Efficiency; Resource Tracking; and Impact Evaluations.

IHME has an outstanding opportunity for an Operations Manager to join the Financial Planning and Operations team. This position is responsible for overseeing and managing day-to-day financial operations for the Department of Health Metrics Sciences (HMS) and IHME, ensuring that all activities are completed efficiently, accurately, and in compliance with University, State, and donor policies. UW recently updated the financial system we use, which has provided us with a unique opportunity to look at the processes and procedures we have established, or need, related to purchasing, reimbursements, payroll, accounts receivable, and accounts payable, and either revise or develop effective and clear guidance to those on the team, as well the users of our services. IHME operates with collaborators worldwide, and the Operations Manager will ensure that payments, reimbursements, supplies, and services are processed and ready in a timely and appropriate manner to ensure project success. In addition, this position will supervise and lead a high-functioning team, providing them guidance, career growth, and mentoring.

This position is contingent on project funding.

DUTIES AND RESPONSIBILITIES Financial administration management:

  • Oversee and manage day-to-day financial operations for the Department of Health Metrics Sciences and IHME, ensuring that all activities are completed efficiently, accurately, and in compliance with University, State, and donor policies.

  • Develop and revise procedures, guidelines, and forms for IHME-wide fiscal processes. Evaluate and analyze procedures, and guidelines periodically to develop action plans and recommendations to streamline the?operations of finance administration and ensure ease of use.

  • Provide operations oversight managing relationships and coordination with central UW offices such as Procurement Services, Travel Office, and Payroll Office.

  • Assess requests for large purchases ($10,000+) and make recommendations for bidding and contracting. Manage operational execution and provide approvals at appropriate stages of the process.

  • Ensure both accounts payable and accounts receivable are completed, tracked, reviewed, and approved with high accuracy consistent with deadlines.

  • Oversee electronic procurement process (eProcurement and Ariba) at IHME. Approve orders as needed.

  • Review and approve payment requisitions. Review and approve all IHME ProCards and Central Travel Account.

  • Oversee IHME payroll process, I-9 completion, costing allocations, leave and holiday time tracking.

  • Ensure financial and payroll records are in compliance with UW and State records management regulations. Serve as the primary point of contact for the UW Records Management Office.

  • Ensure quality control and efficient integration of processes and systems for data related to personnel and key financial transaction data.

  • Independently manage priorities and monitor progress against key milestones for the financial operations team.

  • Manage execution of workflows to achieve milestones and assess on a routine basis to adapt them to meet organizational priorities.

  • Identify, develop and deliver trainings and provide written instructions and best practices related to financial operations. Supervision and planning:

  • Supervise a team of highly skilled individuals by assigning work hours, managing workflow, priority setting, and monitoring progress.

  • Train?team members, providing guidance, coaching and support, and course-correcting guidance when necessary.

  • Identify and participate in the development of internal trainings for onboarding and professional development for team members, along with trainings to support proper operations processes.

  • Provide cross-training and ensure backup systems are in place.

  • Anticipate organizational needs and ensure team provides high-quality customer service.

  • Prepare and generate ad hoc reports upon request.

  • Be responsible for and perform special projects related to financial planning and operations.

  • Participate on University and unit quality projects as needed. Supervisory Responsibilities:

  • Supervise employees to include hiring and training, leading workflow; priority setting; reviewing work and establishing quality standards; conducting regular performance assessments, providing mentorship and professional development for employees, and making recommendations for disciplinary action as needed.

  • Identify training needs and opportunities for team members to grow their skills and advance their careers; Ensure that the team has the necessary resources to complete their tasks effectively.

  • Promote positive morale and positive progress towards objectives across all teams; lead effective and efficient team meetings that are structured, inclusive of consultation and constructive feedback, and result in identifiable next steps for team members.

  • Keep team members motivated and engaged, recognizing their achievements, and addressing any issues that may affect morale.

  • Monitor individual and team performance, providing feedback, and helping to resolve any performance issues; assist the team in overcoming obstacles, making decisions, and resolving conflicts.

  • Ensure that the team adheres to company policies, procedures, and regulatory requirements.

  • Attend required trainings about team leadership, management, and related topics as designated by ODT and the IHME Director. Other duties as assigned. MINIMUM REQUIREMENTS

  • Bachelor’s degree in business, business administration, accounting, social sciences, or related field plus three years’ related experience, or equivalent combination of education and experience. ADDITIONAL REQUIREMENTS

  • Adept diplomacy and exemplary interpersonal skills required. Must be agile at forming respectful and rewarding relationships with people with different levels of experience and expertise from a variety of cultural, linguistic, and professional settings.

  • Strong computing skills, including but not limited to Microsoft Office suite, with advanced skill in Excel, OneDrive, Google suite, and Asana; comfortable learning new software.

  • An effective communicator who can focus on the big picture and work through details.

  • Experience supervising and developing employees who are high-performing, collaborative, and mission- and goal-oriented.

  • Ability to thrive in a fast-paced and collaborative environment and to manage multiple priorities while coordinating resources needed to meet deadlines.

  • Track record of being organized and detail-oriented, with an ability to work both independently and collaboratively to achieve objectives.

  • Experience with UW administrative systems.

  • Experience working in an international organization dealing with logistical matters (e.g., shipping, purchasing).

  • Previous supervisory experience with hiring, developing employees, priority setting, setting quality standards, and performance coaching. CONDITIONS OF EMPLOYMENT

  • Weekend and evening work sometimes required.

  • This position is open to anyone authorized to work in the US.

  • Working internationally is only allowed for IHME sponsored work that requires in -country participation.

  • This position is located in Seattle, Washington, working in-person at the IHME office. Hybrid option may be possible up to 2 days/week.
