The Department of Obstetrics and Gynecology (OB/GYN) is involved with teaching, patient care, and research in the areas of normal and abnormal human reproduction: growth and development of the fetus, normal and complicated obstetrics, and surgical and medical diseases of the female reproductive system, including reproductive endocrinology and infertility, oncology, urogynecology, global women's health, genetics, infectious disease, psychosocial problems, preventive health care, and ethics. The department also provides primary and preventive health care for women.

POSITION PURPOSE The Department of Obstetrics and Gynecology (OB/GYN) has an outstanding opportunity for a Human Resources Specialist. This position is supervised by the HR Manager and has a matrixed reporting relationship to the Vice Chair, Finance and Administration. The purpose of this position is to manage the operational and programmatic administration of the faculty recruitment process, onboarding administration and provide general administrative support to the Department.

The Department educates future Ob/Gyn physicians and specialists, advances research, and provides primary and specialty clinical care to 18 sites across the state. The Department is actively involved in clinical service, research programs, residency training programs and educational programs. The department employs approximately 100 clinical and research faculty and over 250 clinical faculty, 28 residents and 12 fellows, and 60 staff. Our department has 11 separate clinical divisions and a research division, all led by nationally regarding clinicians and scientists.

The UW Medicine’s Women and Children’s strategic plan includes expansion of Prenatal Diagnostic and Fetal Therapy programs, growth in OB volumes, and the completion of a new Childbirth Center at Northwest Hospital. In addition, our research faculty oversee nearly 100 active grants and contracts that comprise nearly 20% of the Department’s annual revenue of $30 million. DUTIES AND RESPONSIBILITIES Faculty HR Activities: Recruitment, Hiring, Onboarding

The Human Resources Specialist is responsible for managing all aspects of the Department’s faculty and fellow hiring process. In line with Ob/Gyn’s strategic plan, this position will be responsible for aspects of faculty and academic appointments and HR-related business processes for the entire Ob/Gyn Department, it’s divisions, academic programs, and clinicians. The position is part of a four-person team that supports department HR and Faculty Affairs, including the following: Vice Chair of Finance and Administration, Associate Director of Staff Human Resources, Academic HR Manager, and Human Resources Specialist (this position).

Under the direction of the Vice Chair, this position would be expected to strategize, implement, and manage the recruitment, hiring, orientation, and on-boarding processes for all faculty and fellow appointments. Please see attached Ob/Gyn Hiring Process Workflow and process document. The HR Specialist is responsible for overseeing the entire process from start to finish. This includes assisting Department leadership in finding a need for new faculty and creating the job description; managing and leading the effort in charging every Ob/Gyn search committee; research, design and draft screening rubrics; conducting the recruitment search including local and national outreach; and leading the discussion and summarizing final recommendations to the Chair. During the hiring process, the HR Specialist will manage all steps in the hiring process including overseeing the work and responsibilities of the faculty and staff search committee members.

The HR Specialist exercises discretion and independent judgment, analysis, and decision-making in executing and discharging personnel functions and is expected to understand, interpret, and apply appropriate policy, procedure, and regulations. The position has wide-reaching impact for the Department and UW to the public, Department faculty, staff, students, outside institutions, professional organizations, etc. The HR Specialist has substantial responsibility for the success of both the Department’s strategic plan and its faculty.

This role requires the ability to orchestrate high volumes of operational activities, understand the complexity and diversity of key knowledge areas, and apply expert judgment and decision making.

Responsibilities include:

  • Provide counsel and advice to department leaders, managers, and staff on institutional hiring practices and State, University and Union employment law, rules, and regulations; ensure compliance. Implement diversity, equity, and inclusion (DEI) strategies in the recruitment, hiring and onboarding process. Research and implement best practices, develop and implement new systems, processes, policies and procedures. Anticipate potential gaps and proactively plan for temporary coverage during recruitment periods. Create/edit job descriptions, determine appropriate appointment titles and salary levels, develop interview questions and conduct interviews, advise on and perform salary negotiations, create offer/appointment letters, develop, implement and manage new faculty and fellow orientations, and manage faculty integration.

  • Manage and oversee the Ob/Gyn administrative staff in the recruitment, hiring, on-boarding and separation processes for faculty appointments. Collaborate with Academic HR and School of Medicine to establish and main internal policies and forms. Ensure continual process improvement to internal practices. Maintain awareness of applicable University, state, and federal regulations, processes and procedures and provide education and guidance to stakeholders in accordance to these rules and policies. Acts as the Department’s subject matter expert on all aspects of the Department and Fellowship programs.

  • In collaboration with Department leadership, set goals and objectives for the faculty and fellowship programs; allocate resources (e.g. financial, personnel) based on these objectives; establish overarching policies and procedures for the Department’s programs; establish record keeping systems. Coordinate and participate in the interview processes for incoming faculty and fellows: collecting applications, acting as the Department’s liaison and organizing in-person interviews with applicable faculty. Use specialized knowledge of institutional, School of Medicine (SoM), Office of Medical Staff Appointments (OMSA), UWP, DEA, and Workday/ISC procedures, policies, and regulations to set-up the appointments, credentialing, and on-board all Department faculty and fellows. Create and execute a cohesive orientation experience/day. Leads and oversees the work of site-based administrative staff in regards to faculty recruitment efforts and acts as the Department’s subject matter expert on all aspects of the Department and Fellowship programs.Courtesy Faculty Appointment Program and Academic HR Support

  • Work with the Ob/Gyn Education Division, WWAMI representatives and members of the Clinical Faculty Committee to identify new and renewing courtesy clinical faculty appointments. Work collaboratively with administrative staff to gather the necessary documentation for appointments. Set up appointments, promotions, and reappointments ensuring compliance with institutional, Departmental, SoM, OMSA, and Workday/ISC policies, procedures, and regulations. Establish and maintain internal/Departmental policies and procedures.

  • Under direction from the Academic HR Manager, provide back-up support for faculty HR, keeping abreast of current workflow as well as the policies, procedures, and regulations governing academic faculty appointments and promotions. Use specialized knowledge of institutional, School of Medicine (SoM), Office of Medical Staff Appointments (OMSA), UWP, DEA, and Workday/ISC procedures, policies, and regulations to set-up appointments and credentialing. Establish record keeping systems and methods for tracking appointments as they move through the approval flow. Manage and create a cohesive orientation/onboarding experience for all incoming faculty and fellows. Work collaboratively with site-based administrative staff (e.g. when compiling credentialing/appointment materials, graduation activities) and act as the subject matter expert on all aspects of their appointment and program. Attend meetings on behalf of the Department. As necessary, work with the Academic HR Manager on J1 and H1B applications.Special Projects and Process Improvement

  • Identify process improvement areas in the department, write proposals, implement plans, and evaluate results to ensure the department is compliant with all hiring and onboarding requirements. Manage content updates to the Department’s website and ensure HR information for faculty and staff are audited and updated regularly. Manage the department employee tracking and retention tracker; prepare reports and up-date page regularly. MINIMUM REQUIREMENTS

  • Bachelor's Degree in Business, Public Administration, Health Care Administration or related field

  • Two to three years of job-related experience

  • Experience in an Academic Medical Center environment or related management, administrative, or customer service experience. DESIRED QUALIFICATIONS

  • Excellent communication skills and ability to prioritize and reprioritize multiple projects, informed judgment and maintenance of a high level of confidentiality

  • Highly proficient in MS Word, Excel, PowerPoint, Outlook and Google Docs, internet applications and flexibility/desire to learn new technologies

  • Demonstrated initiative in resolving complex problems

  • Ability to maintain attention to detail while remaining flexible in working with multiple faculty, senior administrators, and university officials

  • Outstanding verbal, writing, reading, and communication skills

  • Experience creating and carrying out digital surveys (e.g.Catalyst, or other types).
