Providence Executive Director Health Equity and Medicaid Strategy in Seattle, Washington

THE ROLE

The Executive Director is responsible for the overall operations and strategy of population health initiatives related to accountable care activities for Medicaid and Health Equity Strategy including development and implementation of strategies, daily operations, initiatives/programs, and assuring financial stability.

ESSENTIAL FUNCTIONS

  • Develops and embeds health equity into a matrix of strategies, including functional areas like external affairs, quality, population health, network development, and medical affairs — to improve health outcomes and member experience.

  • Focuses on culturally competent care delivery across the North Division’s health programs and initiatives.

  • Collaborates with Providence Health Care system to advance health equity and better support underserved communities in the North Division.

  • Develops and implements solutions that improve health outcomes and address health inequities for the patients and communities served by the North Division.

  • Measures and tracks analytics to quantify, and then reduce, disparities in health coverage and monitor levels of equity and access to care across Alaska and Western Washington.

  • Partners with System and Service area teams to achieve IFSP metrics for Acute Care and Ambulatory Clinics.

  • Partners with System and Service Ares to recruit Fellows for HE Fellowship and socialize HE Fellowship and other unique system initiates.

  • Helps support Community Health Worker work across all Service Areas.

  • Provides internal leadership and leads development of program strategy and services within our vision for a connected system of care for Medicaid.

  • Participates in the development, implementation and monitoring of the strategic business plan for Medicaid strategy. Evaluates performance improvement opportunities and works with Divisional and Service Area leadership to direct tactical corrections.

  • Partners to develop strategic relationships with community-based organizations to serve Medicaid lives in the North Division.

  • Works in collaboration with the Chief Medical Office North Division and other Divisional leaders, Service Area Chief Executives, Service Area delivery system leaders (i.e. CMO, CNO), Division PCN Chief Medical Officers to recommend target enrollment and plans to achieve those targets. Provides direction for marketing and sales activities and advises leadership in those areas of key priorities and operating directions.

  • Determines and implements the organizational structure required to direct and manage Medicaid strategy and sustainability within the North Division and the larger Providence system context that is cost effective and maximizes the use of shared resources and services.

  • Works with the Chief Medical Officer-North Division to establish success indicators and objectives consistent with leadership in support of the Providence Mission. Assists in developing operating budgets as appropriate.

  • Works with the support of the Divisional CFO and Service Area CFOs to monitor and evaluate key financial indicators and develops initiatives to assure financial stability for Medicaid.

  • Works with the Chief Population Health Officer-North Division and legal department to assure operating divisions are in compliance with all applicable laws and governing agencies.

  • Works as a team member with the leadership teams and managers and provides leadership in the transition to an integrated care system and Medicaid value based economic models.

QUALIFICATIONS

  • Bachelor's Degree in Healthcare Administration, Business Administration, Public Health Administration, or a related field

  • Master's Degree in Healthcare Administration, Business Administration, Public Health Administration, or a related field (preferred)

  • Minimum of 10 years of senior leadership experience with a health insurance/managed care organization, clinically integrated network (CIN), or independent physician association (IPA) or large multispecialty group.

  • 5 years of demonstrated success in leading affiliation and business development initiatives.

  • 2 years of experience leading teams toward a shared need, shared vision and commitment to developing and implementing major initiatives that involve business development, strategic & financial planning and analysis, leadership of teams, communication across multiple disciplines, development of operational systems, process improvement and executive reporting.

  • 2 years of experience achieving organizational results in value-based programs including, but not limited to, Risk Management, Contract Management, Risk Adjustment Scoring, Quality, and contract financial performance.

  • 2 years of experience with changing the culture and direction of teams in response to a shift in market or industry priorities (Preferred).

  • 2 years of experience in health care operations with a record of successfully implementing initiatives to achieve outstanding financial and quality results (Preferred).

  • Knowledge of the health care industry with demonstrated knowledge of health insurance, managed care, Population Heath management, Accountable Care Organizations.

  • Demonstrated knowledge of strategic and business planning and market analysis.

  • Knowledge of financial and business practices consistent with the operation of a health insurance company.

  • Knowledge of the regulatory requirements of health insurance, shared risk contracting, and risk-based payment models.

  • Negotiating capabilities with payers and employers.
