POSITION PURPOSE
Devise, prepare, install, and coordinate highly specialized institution-wide fiscal systems and functions; or lead one or more professional accountants and other assigned employees.
DUTIES AND RESPONSIBILITIES
Prepare and analyze monthly and annual fiscal reports, such as monthly financial statements and the year-end financial statements report.
Perform monthly reconciliations and prepare journal entries as assigned.
Regularly assign, instruct, and review the work of others; if assigned.
Perform highly specialized and complex accounting activities such as capital expenditure fund accounting, including communications with capital project staff.
Responsible for reviewing and ensuring proper accounting of bond debt services and bond resolution.
Coordinate fiscal procedures with institution administrators, data processing supervisors, department heads, and division chiefs; identify and recommend methods of improving procedures and services.
Assist in the development of budget planning within areas of activity and responsibility; make recommendations for changes or refinement in budgeting areas, if applicable.
Guide subordinates for long-term fiscal cyclic requirements; determine deadlines and identify staffing requirements for special fiscal projects; develop fiscal management reports as required for effective accounting and management practices, if applicable.
Install and maintain fiscal and accounting system controls and internal controls to meet standards and requirements of state, federal, and other organizations.
Participate in the development of accounting policies, ensuring continuity with institutional policy and Generally Accepted Accounting Principles (GAAP); provide for continuing data processing support to include the development and implementation of required system changes and procedures.
Involves in departmental year-end closing activities, including working with internal and external auditors.
Participate in the preparation of the yearly audit report and prepare supporting documents and schedules.
Respond to audit reports, recommend corrective management actions, identify changes to meet discrepancies or noncompliance cited by the auditor.
Perform the duties of Accountant 2.
May function as a project leader.
Participate in special projects and perform other duties as assigned. POSITION DIMENSIONS AND IMPACT TO THE UNIVERSITY
Perform one or more highly specialized and complex institution-wide functions, such as life annuity trust accounting, investment, and endowment fund accounting, or capital fund accounting; or lead Accountants and other assigned employees.
With delegated authority, interview and recommend selection of applicants, conduct training, assign and schedule work, act upon leave requests, participate in the annual performance evaluation process, and recommend disciplinary action, if applicable. MINIMUM REQUIREMENTS
A Bachelor’s Degree in accounting, business administration, computer science, economics, or closely related field which includes at least thirty quarter hours or twenty semester hours of college-level accounting courses AND three years of full-time experience as a professional accountant.OR
Four years of experience as a Fiscal Technician, or equivalent in the public sector, AND thirty quarter hours or twenty semester hours of college-level accounting AND three years of full-time experience as a professional accountant. Equivalent combination of education/experience will substitute for above minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED QUALIFICATIONS
At least one year of experience in preparation of financial statements.
Effectiveness working alone and as an effective team member.
Take initiative and be proactive in resolving issues.
Excellent oral and written communication skills.
Proficiency in Microsoft Office Word, Excel and Outlook, large databases. Preferred Workday experience. CONDITIONS OF EMPLOYMENT
