Our Planning and Development Services team is in need of a Flood Plain Reviewer to work under the Building Official/Flood Plain Administrator. This role's primary responsibilities include plan reviews, inspections, and code enforcement for the County's Flood Plain Ordinance and FEMA regulations. The ideal candidate has a high level of customer service as you will need to build and foster positive working relationships with both internal and external customers. This positions starts out paying $52,936.00, benefits begin within 60 days of hire, and there are numerous opportunities for advancement. About the Position
In this role you will spend the majority of your time in an office, reviewing plans and dealing with the public, and on occasion will complete field assignments. You must exercise considerable independent judgment and be able to demonstrate the ability to use effective collaboration, communication, and problem-solving skills in a cooperative team environment. FEMA/Flood Plain Plan Review:
Review construction plans in regulated flood zones.
Inspect and overlook a variety of construction projects to determine whether plans, specifications, and materials conform to legally established requirements. Unusual and complex technical problems are reviewed with the Flood Plain Administrator. Regulatory work will require working closely with building code plans examiners and inspectors.
Train building staff and educate the public on FEMA and local flood plain regulations.
Assure projects are compliant with county flood plain management regulations, and assist in the development and implementation of other flood plain management related programs.
Assist the Building Official/Flood Plain Administrator by ensuring County ordinances are up to date with current regulations.
Provide Flood zone determinations to the public.
Track/maintain construction costs related to alterations and renovations in flood zones, including Coastal Construction.
Evaluate elevation certificates.
Review FEMA map revisions.
Prepare letters and review comments to homeowners, contractors, etc.
Assist the Building Official and/or Deputy Building Officials on FEMA/flood zone projects, as needed.
Job Site Visits:
Conduct job site visits to ensure FEMA/flood regulations are met.
Code Enforcement of FEMA/Flood cases including preparing documents and presenting cases for special magistrate, Building Official, etc.
Other Job Duties:
- Assist with the ISO Audits and Community Assistance Visits (CAV) which is conducted once every three years.
About the Schedule
Work Hours:
Full-Time, 40 hours per week.
Monday - Friday, 8:00 a.m. to 5:00 p.m.
About You
Minimum Qualifications:
Associate's degree from an accredited college or university -and- three (3) years of job-related experience.
-OR- Bachelor's degree from an accredited college or university in a job related-field -and- one year of related experience.
-OR- Five (5) years of professional experience in a job-related field can be substituted at management discretion.
Valid Florida driver's license by date of hire.
Preferred ("Bonus") Qualifications:
Knowledge of Flood Plain Review/enforcement, building department processes, and construction industry practices.
High level of customer service experience and abilities.
Florida Flood Plain Managers Certification (CFM).
About Everything Else
Starting Pay: $52,936.00
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
Physical Demands: Employees in this role must occasionally lift and/or move up to 20 lbs.
