Sarasota County Government Assistant Program Manager - Resilient SRQ in Sarasota, Florida

As the Assistant Program Manager- Resilient SRQ you will be responsible for supporting the Program Manager in the leadership, oversight, and administration of the $201.5 million Hurricane Ian Community Development Block Grant-Disaster Recovery (CDBG-DR), “Resilient SRQ Program.” This role requires the development, monitoring, and implementation of a historic, multi-year, and large-scale federal county-wide disaster recovery program delivering unmet needs assistance to each eligible sector of the community to include homeowners, private businesses and developers, governments, and non-profits. In this role you will work closely with the Program Manager in coordinating and promoting programmatic federally funded disaster recovery efforts with external and internal stakeholders while overseeing multiple supervisors, employees, and private contractors. The Assistant Program Manager will develop and continually monitor the advancement of strategic level goals and objectives of the program while ensuring the program’s compliance with applicable regulations and requirements and report regularly to the Program Manager, County Administration and the Board of County Commissioners on program statuses, updates, policy guidance, and recommendations. This position is funded by the CDBG-DR grant, which will last approximately five to six years. This is a unique opportunity for an inquisitive, self-motivated, and detail-oriented individual to make a positive impact on the citizens of Sarasota County.

Program Development, Implementation, and Administration

  • Support the Program Manager with the overall direction and management of the federal CDBG-DR program, to include its development and implementation of the program’s strategic level goals, objectives, requirements, and funding levels and criteria.

  • Assist the Program Manager with the development, updating, and implementation of individual program criteria, requirements, and policies to deliver disaster recovery financial assistance to qualifying applicants, organizations, and subrecipients.

  • Coordinate and collaborate alongside the Program Manager with external and internal stakeholders in the administration of program, to include the continual monitoring and reassessment of funding priorities of the program and associated recommendations.

  • Working with the Program Manager and separate operations team, establish and monitor multiple program budgets and activities to include assignment of personnel levels, operational support needs, and expenditure of administrative costs based on program needs and financial projections.

  • Develop tools, reports, contractual terms and requirements, and other guidance materials to assist the Program Manager and other internal and external stakeholders in the successful initiation, monitoring, and completion of grant-funded programs and projects.

  • Oversee and support a team of individual program leads and their staff to include but not limited to Housing Recovery Project Manager, Policy and Compliance Manager, and Infrastructure Manager to include any associated grant-funded CIP related project activities, policies of the county and external subrecipients of funding.

    Financial Compliance and Reporting

  • Monitor fiscal and progress statuses of all grant-funded program activities, identify areas of concern and improvements, and communicate these to stakeholders and leadership as needed.

  • Review financial reports and identify and secure expenditure and other required backup documentation for electronic submission in federal reporting databases and internal grant filing systems of the county.

  • Routinely communicate with the Program Manager and other external and internal stakeholders on quarterly and annual reporting progress and expenditure deadlines, solicit for this information, analyze data, and compile this information according to federal reporting parameters.

  • Assist in the budget adoption and any necessary fiscal adjustments through use of the county fiscal accounting systems and existing county budgeting policies and procedures.

    E-Work/Hybrid Work: Currently this position is eligible to e-work up to 2 days per week! After you complete your first six months, contingent on work requirements and other factors, you’ll be eligible for this fantastic benefit.

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.

Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

About You

To thrive in this position, you must have-

Project Manager III:

  • A BS degree in Public Administration, Business, Finance, Planning or related field AND a minimum of five (5) years related experience

  • A Master’s degree can substitute for one year of required experience

  • Project experience can substitute for education on a year-for-year basis depending on the type of experience

  • Valid Florida driver’s license

    Project Manager IV:

  • A BS degree in Public Administration, Business, Finance, Planning or related field AND a minimum seven (7) years related experience

  • A Master’s degree may substitute for one year of required experience

  • Project experience can substitute for education on a year-for-year basis depending on the type of experience

  • Valid Florida driver’s license

Starting Pay Ranges:

Project Manager III: $67,246.40 - $80,017.60 based on experienceProject Manager IV: $73,934.80 - $88,004.80 based on experience
