Job Summary

Position includes a variety of tasks related to monitoring of lending compliance as required under the Community Reinvestment Act (“CRA”). Responsible for assisting the CRA Community Development Officers with gathering, reviewing, and preparing loan data for analysis. Responsibilities include communicating with CRA Community Development Officers, Loan Officers and other loan department staff throughout the organization to help ensure the accurate reporting of data. The CRA Specialist follows the Bank’s CRA Policy Program to ensure conformity and adherence with all applicable state and federal laws, regulations, and policies and procedures under the CRA.

Responsibilities

  • Responsible for working closely with the CRA Lending Compliance Officers and CRA Community Development Officer to gather and compile loan data from the Bank's various loan systems and import it into the stand-alone geocoding and analytic program ("CRA WIZ");

  • Responsible for reviewing loan data and identifying any reporting deficiencies and resolve discrepancies by comparing data to loan file information;

  • Responsible for escalating discrepancies in CRA loan data to Loan Personnel;

  • Assist VP, CRA Lending Compliance Officer in the preparation of data for the analysis reports using CRA WIZ;

  • Responsible for supporting CRA Lending Compliance Officers with maintaining current desktop procedures and other procedural standards, and updating as needed;

  • Participate in the validation and sampling of loan data during an integrity review;

  • Responsible for responding to reviews, audits or examination findings and questions as needed;

  • Responsible for supporting CRA Officers in identifying training needs and requirements;

  • Stays abreast of regulatory and risk environment for the identification of emerging risks.

Qualifications

  • Demonstrates awareness of and adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to the Bank’s Compliance Risk Management Policy Program Regulatory Accountabilities and this position including but not limited to the following: Regulation DD (Truth in Savings Act), Regulation CC (Expedited Funds Availability Act), Regulation E (Electronic Funds Transfer Act), Regulation Z (Truth in Lending Act), Regulation B (Equal Credit Opportunity Act), Fair Housing Act (FHA), Home Mortgage Disclosure Act (HMDA), Real Estate Settlement Procedures Act (RESPA), Fair Credit Reporting Act (FCRA), Bank Secrecy Act (BSA) in conjunction with the USA PATRIOT Act, Anti-Money Laundering (AML) and Customer Information Program (CIP), Right to Financial Privacy Act (RFPA, state and federal), California Consumer Privacy Act (CCPA) and Community Reinvestment Act (CRA).

  • Intermediate skills in computer terminal and personal computer operation; Microsoft Office applications including but not limited to: Word, Excel, PowerPoint and Outlook.

  • Intermediate math skills; calculate interest and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.

  • Knowledge of bank loan products

  • Strong organizational and technical skills

  • Experience in working within teams of people for various projects.

  • Ability to work with and manage spreadsheets, Word documents and PowerPoint presentations.

  • Strong Excel skills.

  • Ability to learn the Core system and the various loan systems.

  • Excellent verbal and written communication skills.

  • Detail oriented with a solid ability to multi-task and handle numerous pending items.

  • Requires exceptional judgment and the ability to prioritize and complete assignments independently.

  • Provide assistance with projects that may be complex and often involve confidential issues.

  • High attention to detail and ability to analyze information.

  • Good communication skills.

  • Willingness to learn about compliance regulations.

  • Keep current on CRA data collection requirements.

  • Knowledge of IBS Insight and nCino systems.

  • Ability to make decisions that have moderate impact on the immediate work unit and cross functional departments.

  • Ability to organize and prioritize work schedules on a short-term and long-term basis.

  • Ability to provide consultation and expert advice to management.

  • Ability to make informal and formal presentations, inside and outside the organization; speaking before assigned team or other groups as needed.

  • Ability to deal with complex difficult problems involving multiple facets and variables in non-standardized situations.

  • At minimum an Associate’s Degree from an accredited college or university in related field; or equivalent work experience.

  • Minimum of 2-3 years of experience in Compliance, CRA, Risk Management, or LendingExperience with banking/financial institutions

  • Experience with institutions with multi-state operation.

Salary Range : $66,560.00- 70,000.00 USD; Final salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with geographic/market data.
