SUMMARY

Supervises the daily operations of all the solid waste collection facilities. Performs a variety of professional, technical and administrative duties related to organizing, planning, directing and coordinating all aspects of the Bonner County Solid Waste program. Monitors schedules, people, budgets, and resources related to day-to-day requirements of those activities. The incumbent works closely with the Solid Waste Operations Manager and Director to ensure efficient cooperation throughout the county. Performs various duties including heavy equipment operations to assist in facility operations.

Incumbent performs a wide variety of work that typically involves a higher level of complexity. Incumbent typically works under general directions and well-known procedures, while regularly determining procedures for the assigned work operations. Work requires the exercise of normal self-direction as incumbent carries out instructions in oral, written or diagram format. Incumbent works independently under periodic supervision by regular supervisor. Primary communication takes place with employees as well as regular communication with members of the public who use the solid was site facilities, vendors and buyers associating with Solid Waste. Position typically has moderate but distinct impact on the efficiency and operations of the division where errors in judgment and operations may impact the efficiency, safety and well-being of employees. Work is typically performed both indoors and outdoors with regular exposure to inclement weather while engaged and in contact with customers. Travel does not typically extend beyond the county.

ESSENTIAL FUNCTIONS

The essential functions include, but are not limited to, the following duties and responsibilities which are not listed in any particular order of priority and may be amended or added to by the County at any time:

Determines the activities required for the safe and efficient operation of the solid waste facilities. Oversees maintenance of transfer station, collections facilities, fences, and trash clean-up activities. Ensures compliance with all local, state and federal laws and ordinances related to the operations of the solid waste facility and functions.

Provides general supervision, direction and schedules employees. Inspects work of employees to ensure quality, completeness, timeliness and conformance to rules, regulations and policies.

Provides sound supervisory techniques and recommends personnel actions such as hiring, termination, promotion and evaluation.

Provides training and/or supervision of training to solid waste employees regarding proper, effective and safe techniques and practices in the use of tools, equipment and machinery.

Maintains a check on waste levels to ensure compliance. As they exceed standard level, arranges for waste pick up including, trash, tires, wood waste, metal, tires and all other commodities.

Schedules hauling of refrigerators, tires, cardboard, aluminum etc. from various sites to designated locations.

Coordinates solid waste processing operations with planning and engineering staff to ensure the success of programs and facilities.

Analyzes field operations and formulates improvements to ensure compliance with federal and state regulations and environmental mandates; determining and managing administrative goals of the department, including ordinances, ssures the implementation of policies set by the Operations Manager and Director.

Consults with the Operations Manager, Director and crew members to insure productivity, resolves procedural problems.

Performs general duties of a Heavy Equipment Operator regularly involving the use and operations of moving equipment including tractors, end-loaders, backhoes, snowplows, and all other equipment as needed. Fills in for absent employees in their capacity when needed.
