COMPLIANCE SME

ICF is seeking a Compliance SME who will support government agencies in Puerto Rico with Compliance Monitoring for long-term recovery from 2017 hurricanes. As part of the growing Disaster Management Division, the position requires in-depth knowledge with all applicable rules, regulations, policies, and procedures that govern the Federal Emergency Management Agency’s (FEMA) Public Assistance programs as well as the Department of Housing and Urban Development’s Community Development Block Grant (CDBG) programs and other Federal disaster recovery programs. In particular, the regulations and policies which government local and federal procurement procedures. The Compliance SME will work and collaborate onsite with senior ICF staff, other subject matter experts, and junior staff to provide the related necessary assistance. Responsibilities may include serving as an expert on federal and local regulatory and policy issues, developing written materials, managing staff, providing training and technical assistance, and working directly with the client to provide advisory/consulting services.

This position will be hybrid based out of our Guaynabo, Puerto Rico ICF office.

Key Responsibilities:

The Compliance Consultant’s duties are to:

  • Providing regulatory and policy expert advice and hands-on technical assistance, including options and recommendations for resolution of regulatory and policy issues

  • Developing policy documents, issues, and discussion papers, as well as briefing documents, as necessary

  • Undertaking regulatory and policy reviews and analyses

  • Anticipating and identifying emerging issues and trends

  • Interpreting, advising, and responding to incoming requests for response and actions from the client and external sources including Subrecipients, FEMA, HUD, OMB, GAO, OIG, etc.

Minimum Qualifications:

  • Bachelor’s degree

  • Juris Doctor Degree or equivalent (e.g. LL.B, LL.M) from an accredited University or institution in Puerto Rico or any U. S. Jurisdiction.

  • Must be authorized to practice law in Puerto Rico or any U.S. jurisdiction.

  • Three or more years of experience in Compliance or Monitoring Matters.

  • Ten or more Years legal, regulatory and/or policy experience

  • Five or more experience with direct customer service principles and practices

  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary.

  • Excellent communication and customer service skills and exhibit a high level of professionalism in all communications.

  • Strong analytical, problem-solving and decision-making capabilities Team player with the ability to work in a fast-paced environment.

  • Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude.

  • Fluency in reading, writing, and speaking Spanish and English

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$113,863.00 - $193,568.00
