City and County of San Francisco Voter Records Clerk – San Francisco Department of Elections (1404 Clerk) in San Francisco, California

The Department of Elections (Department) conducts all federal, state and local elections in the City and County of San Francisco, currently serving approximately 510,000 registered voters. The Department follows the rules and regulations established by federal, state, and local laws – notably, the Voting Rights Act, the Help America Vote Act, the Americans with Disabilities Act, and the City’s Language Access Ordinance. Position Description

In preparation for the November 5, 2024, General Election, the Department is seeking applications for seasonal clerk positions in the Voter Records division. This position will assist the Department with ensuring proper maintenance and delivery of voter data, services, and programs. This position requires the capacity to work on several tasks simultaneously, attentiveness to detail and accuracy, and strong work ethic conducive to maintaining strict standards of voter data maintenance.

In addition to the range of duties assigned to the 1404 job code, https://www.jobapscloud.com/SF/specs/classspecdisplay.asp?ClassNumber=1404, the person in this position will have the following essential duties and responsibilities:

  • assist with maintaining an accurate and complete voter roll

  • conduct ongoing voter file maintenance and validation tasks

  • process affidavits of registration and updates to existing voter records

  • process messages in VoteCal, a centralized, statewide database that serves as the official system of record for storing and managing voter records throughout the 58 counties in California

  • process state and local petitions, nomination papers, and signature-in-lieu of filling fee forms

  • assist with analyzing and troubleshooting complex registration situations

  • assist with facilitating voter programs and services designed to enfranchise residents and encourage participation

  • serve voters at the City Hall Voting Center, which opens 29 days before every election

  • conduct signature review on vote-by-mail and provisional ballots

  • conduct outreach to voters whose ballot or registration requires corrective action

  • assist as a phone bank coordinator in the Election Center on Election Day

  • assist with other election-related functions, as needed

This position requires sitting and standing for prolonged periods of time, multitasking between phone and computer, and lifting and moving up to 25 pounds.

Position Schedule and Hours

This is a seasonal position, with the start date contingent upon completion of the hiring process. The Department is looking to have the persons in this position start between the weeks of September 30, 2024, and October 25, 2024, and assignment will run until several weeks after Election Day, November 5, 2024. Actual start and end dates will be determined by the operational needs of the Department.

Work will be on site at the Department of Elections Office at City Hall, San Francisco, California. Work hours are generally 8 a.m. to 5 p.m. However, work hours will vary widely in accordance with the demands of the election cycle and will range between 30 and 70 hours per week. The person in this position must be available to work overtime both during the week and on weekends as necessary. Overtime hours are paid at 1.5 the hourly rate.

This is a temporary exempt as-needed position. Temporary exempt as-needed employees who have worked more than 1040 hours in any consecutive 12-month period, and whose normal work week at the time of inclusion in the system is not less than 20 hours are eligible for health coverage and retirement benefits. Position Salary: $30.0125 to $36.475 hourly

$62,426 to $75,868 annually

Minimum Qualifications

One (1) year of clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail.

Substitution:  Completion of an approved City and County of San Francisco Clerical Administrative Training program, or completion of a clerical training program (240 hours), or 15 semester units (or equivalent quarter units) of coursework from an accredited college or university may substitute for up to 6 months of required experience.

  • Computer skills, including MS Word, MS Excel, internet research, and database knowledge

  • Experience with data entry or data mining

  • Ability to adapt and learn new subject matter and procedures in a short period of time

  • Ability to work quickly and accurately with attention to detail, to complete tasks within tight deadlines

  • Excellent interpersonal skills and ability to work independently and as part of a team in a fast-paced, deadline-driven environment

  • Willingness to follow written and verbal instructions, and work on multiple simultaneous projects

  • Flexibility, tolerance, and stamina for tedious tasks and long hours during peak election times
