Summary The Program Analyst (Space and Activations Program Manager) assumes the lead responsibility for the management and coordination of all activities related to space and activations for the San Francisco VA Medical Center (SFVAMC) and its CBOCs. This support is provided in collaboration and with the cooperation of the Chief of Engineering and key Executive and Leadership Staff. Responsibilities Major Duties and Responsibilities include: Coordination of all major physical moves of programs and staff at the SFVAMC. Analyzes new facility requirements by evaluating existing facility's utilization and planned construction, repair, maintenance, and alteration projects to determine facility's availability, impact on facilities utilization policies, new construction requirements, impact on support facilities (administrative, operational, training, maintenance, storage, etc.), and other engineering related support requirements. Short-term and Long-Term space planning for the SFVAMC including space phasing for projects. Activations planning for all construction or other programmatic-related activities. Coordination, development, and preparation for submittal of all activation requests for the SFVAMC. Coordination with Logistics Service and Engineering Service for the activation of selected off-site space, e.g. Sausalito space, Lease Space. Primary interface to the San Francisco VA Medical Center's Construction Crew for Station Level Project activations. Maintains the Space File in the Automated Engineering Management System/Medical Equipment Reporting System (AEMS/MERS) and supporting supplemental documentation. Maintains the Capital Assets and Facility Management (CAFM) and the Building Information Modeling System (BIM) databases. Maintains and utilizes the Facility Space Plan program for support and planning of projects. Develops Action Plans and Business Cases for capital construction and leasing projects in the annual Strategic Capital Investment Planning (SCIPS) system. Knowledge and ability to independently and effectively use Microsoft Excel, Power Point, Outlook, Word, Access and Vista terminal software. Must be able to create, modify, improve and put in final form any "file" of moderate complexity from start to-finish. Serve as a Contracting Officer's Representative (COR) on allowance analysis and space use contracts for different projects, managing a budget, contractor invoices and tracking expenses related to the any space or moving contracts. You may qualify based on your experience and/or education as described below: GS11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to independently plan and organizing space, studies, and teams, coordinating with staff and management, and conducting all phases of the work; Managing a budget, contractor invoices and tracking expense; Coordination of all major physical moves of programs and staff; Reviewing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions; Develops detailed plans, goals, and objectives for the long-range implementation and administration of the programs. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. (TRANSCRIPT REQUIRED). GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to to analyze processes/systems in current use; knowledge of high level multidisciplinary Space management and strategic planning related to health care delivery system; space management techniques, tools and software; thorough knowledge and application of various strategic planning and analytic technique. Program development, delivery methodologies and techniques in order to manage, identify, evaluate, recommend and implement program strategies; use of Microsoft Excel, Power Point, Outlook, Word, Access and Vista terminal software; qualitative and quantitative techniques of analyzing and measuring the effectiveness, efficiency, and productivity of program space management practices; use of oral and written communication techniques sufficient to provide information and assistance. Reviewing, validating, maintaining, and updating databases to include CAFM, BIM, and the Space File. Physical Requirements and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, bending, climbing associated with on-site inspections, involving prolonged standing, standing and some activity on rough and uneven surfaces. Work may also require exposure to hazardous materials or conditions which require the wearing of personal protective equipment. There also may be an occasion to carry items, e.g., files, and boxes containing deliverable supplies. Work is normally accomplished in an office setting with recurring exposure to manufacturing, research, outdoor facilities and utilities; it involves regular visits to project sites which may involve exposure to extremes heat or cold, high noise, toxic chemicals, eye hazards, and mechanical hazards Incumbent must be capable of traveling by traditional modes of air or land transportation.
