Under general supervision, plans and directs the work of several crews of painters assigned to various projects and work locations.  Oversees skilled painting work on exteriors and interiors of buildings, structures and equipment, roadways, taxiways, runways and ramps; and performs related duties as required.

You are excited about this position because you will:

  • Meet with management and supervisors to plan, prioritize, and execute work such as applying paints and other protective or decorative finishes to various exterior or interior of buildings; including painting and finishing partitions, window casings, doors, cabinets, cases and woodwork; paints street equipment, traffic or airfield markings, playground facilities and other outdoor structures.

  • Direct daily work assignments through supervision of Painter Supervisor I.

  • Review and prepare formal and informal job estimates for current and future projects.

  • Prepare and maintain records of time worked and materials expended on projects to justify expenditures.

  • Approve orders for materials and supplies.

  • Interpret and enforce existing methods and procedures relative to construction, maintenance, and repair activities.

  • Inspect completed work of painters in the field or shop.

  • Assist in the development and motivation of staff through training.

  • Monitor and instruct staff regarding safety procedures.

  • Perform related duties as required.

Working Conditions:

This position requires the ability to use a personal computer for record keeping and communication purposes, and to climb ladders, both above and below ground, to crawl on hands and knees in small enclosed spaces, and to bend the knees and back and remain in a stooping or squatting position for several minutes, in order to perform site inspections.

1.  Completion of a recognized painters’ apprenticeship program; AND

2.  Four (4) years of experience as a journey-level painter, performing work on interiors and exteriors of structures, street equipment, playground equipment, airfields and/or streets.  Two (2) years of this experience must have been as a supervisor of a crew of three (3) or more journey level painters and have been equivalent to Painter Supervisor I in the City and County of San Francisco. 

Substitution:  Additional qualifying experience can be substituted for an apprenticeship on a year-for-year basis.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

  • Experience in painting Airfields, Highways and/or Roadways which require specialized skills and expertise in measuring and marking runways, taxiways, highways and/or roadways governed by Federal Laws and Regulations.

  • Additional supervisory experience in dealing with multi-disciplinary crafts.

  • Demonstrated experience in supervising and coordinating painting jobs dealing with heavy pedestrian traffic.

  • Working knowledge of airport rules and regulations pertaining to Airport Operations, including FAA and TSA regulations.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: 

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight:  Qualifying) 

Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Oral/Performance Examination: (Weight:100%) 

Candidates who meet the minimum qualifications will be tested to determine their relative knowledge, skills and abilities in job-related areas which may include but not limited to:  technical knowledge; ability to prepare estimates; supervisory ability; knowledge of safety procedures; human relations ability; oral communication ability and written communication ability. 

Candidates must achieve a passing score on the oral/performance examination in order to be on the eligible list.

NOTE:  Only those applicants meeting the minimum qualifications will be notified of the exact date, time and place to report for the examinations.  Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Transportation Security Administration (TSA) Security Clearance:

Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance:

Candidates for employment with the San Francisco Airport Commission require the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area.  An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced.  Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal.  Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination.  Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Medical Examination:

Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or ability to meet the physical minimum requirements.

Selection Procedures Notes:

Candidates must pass each part of the selection procedure.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Three pending approval on the expansion on the certification rule. The hiring department may administer additional position-specific selection procedures prior to making final hiring decisions.
