Public Works currently has a vacancy for the position of Assistant Superintendent, Cement Shop, (0932 Manager IV) within our Bureau of Urban Forestry (BUF).

Bureau of Urban Forestry (BUF)

Oversees median maintenance, tree planting, and the healthy maintenance of the 124,000-plus city-owned trees through the voter-backed StreetTreeSF program. In addition, our dedicated crews repair sidewalks and build curb ramps to advance safety and accessibility for the communities across San Francisco. In the role of Assistant Superintendent for the Cement Shop, your primary responsibility will be to oversee supervisory staff and coordinate the operations related to sidewalk repair and upkeep. Reporting to the Bureau of Urban Forestry's Superintendent, you will ensure that your team effectively carries out a range of concrete tasks, such as the installation and maintenance of curb ramps and other cement structures, contributing to the city's infrastructure and accessibility.

Essential Duties:

As an Assistant Superintendent, Cement Shop (0932), your duties may include but are not limited to the following:

  • Assisting in the administration, development, review, analysis, interpretation, investigation, implementation and enforcement of operating methods and procedures, rules, regulations, codes, policies, and written reports relevant to the bureau's operations;

  • Planning, organizing, assigning, coordinating, prioritizing, scheduling, monitoring, and evaluating the work of bureau personnel through supervisory staff;

  • Supervising second-level supervisors by leading, motivating, disciplining, and providing recognition and training to ensure conformance with operating methods and procedures, policies and standards;

  • Assisting in directing the bureau's safety and training programs and enforcing safety codes; providing fiscal management by assisting in the preparation and execution of the bureau's annual budget;

  • Facilitating the requisition, storekeeping and maintenance of supplies, materials and equipment and ensuring that mechanical and motorized equipment is maintained and replaced as necessary;

  • Assisting the direction and preparation of interdepartmental work orders (IDWOs) for services from the bureau, with requests for proposals (RFPs) for services to the bureau, and with making recommendations regarding the awarding of contracts; acting on behalf of the superintendent and representing the department in labor negotiations, to legislative bodies, other city departments, community-based organizations and the public;

  • Investigating, documenting, recording findings and analyzing results in response to problems, inquiries, requests and complaints;

  • Communicating effectively with the departmental Director, Deputy Directors, Bureau Superintendent,  Assistant Superintendents, staff members, City and outside agency representatives, contractors, business and property owners, or the general public;

  • Composing correspondence, detailed reports, and performance evaluations using a personal computer. Additionally, the role involves creating and managing spreadsheets, presentations, and databases. Effective communication is maintained through the use of two-way radios and various mobile electronic devices.

  • Driving departmental vehicles to various locations.

  • Conducting field inspections to ensure conformity with established work practices and standards. 

  • Participating in departmental and City-wide emergency response teams.

Minimum Qualifications:

Education:

Possession of a baccalaureate degree from an accredited college or university;

AND

Experience:

Seven (7) of professional experience performing cement project work including sidewalk repair, curb repair, curb ramp installation, flatwork, and related duties, of which three (3) years must include experience supervising, scheduling and planning the work of journey-level cement masons.

AND

License(s):

Possession of a valid class C Driver's License with no restrictions that would prohibit them from legally performing the essential functions and duties of the role. The license must be possessed at the time of appointment and be maintained throughout employment.

SUBSTITUTION: Additional qualifying experience may be substituted for the required education on a year-to-year basis up to a total of four (4) years. One year (2000 hours) of experience equals 30 semester or 45 quarter units.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

Minimum Qualification Supplemental Questionnaire (MQSQ)(Weight: Qualifying):

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation: (Weight 100%)

Applicants will be prompted to complete the supplemental questionnaire that must be submitted during the online application process. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas, which may include but is not limited to, the knowledge of methods, materials and equipment used in cement masonry work; supervisory ability; human relations ability; oral and written communication ability. All statements made on the application materials are subject to verification.

Eligible List/Score Report:

Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for the eligible list resulting from this exam will be the “Rule of the List”.

Post-Eligible List:

Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
