Naval Facilities Engineering Command SUPERVISORY ACCOUNTANT in San Diego, California

Summary You will serve as a Supervisory Financial Management Analyst in the Financial Management Department of NAVFAC SOUTHWEST. Responsibilities You will serve as the Supervisor for the Navy ERP implementation and sustainment team for NAVFAC SW. You will provide overall coordination of actions in support of ERP migration. You will oversee program execution to ensure objectives are met. You will assign and maintain ERP user roles. You will provide ERP training to NAVFAC SW and develop, maintain the Help Desk for user issues. You will develop reference materials and products to assist users in operating Navy ERP and business systems. You will coordinate actions with subject matter experts in other business fields as required. You will oversee the transactional programs and identify variances from requirements and coordinate with FM NAVFAC SW to correct them. You will oversee ERP functions, such as Labor Analyst Role, reporting, suspense, etc. You will analyze, review and interpret financial execution data and resolve variances. You will perform analytical work, including the examination, verification, validation, and reconciliation of fiscal accounts and present findings for use across the organization. You will provide query management and comprehensive excel/SABRS/SMARTS/CFMS/NAVY ERP (Command Financial Management System) reports to managers and supervisors in support of funds execution. You will lead change, groups and teams for NAVFAC SW ERP and all financial systems. You will manage personnel and provide meaningful performance feedback, enact rewards and discipline. You will develop, prepare, implement, maintain and assemble charts, spreadsheets, tables, management reports, briefs and narratives, statistical material, monthly key success factors, instructions, and standard operating procedures. You will perform and provide financial support in areas such as budget formulation, financial execution and reporting. You will be proficient in the area of financial execution, with focus on the development of the program phasing and spend plans, expenditure and accrual forecasting/reporting and the use and limitations of multiple appropriations. You will provide assistance, advice and guidance in solving ERP technical problems. Specialized experience must demonstrate the following:1) Providing expert knowledge and understanding of management, analysis, briefs, performance management, business methodologies, and planning techniques for program management and resource management; 2) Providing query management and comprehensive excel reports to manager and supervisors in support of funds execution from systems used to perform daily tasking; 3) Analyzing and interpreting a wide variety of issues to formulate policies, regulations, instructions, goals, initiatives, schedules, procedures, performance, priorities, and processes; and 4) Leading others in researching, analyzing, and applying accounting, budgeting, and financial policies, regulations and guidelines NOTE: This experience must be fully supported by your resume.
