Summary The VA San Diego Healthcare System (VASDHS) is a Level 1a major interdisciplinary teaching healthcare system, offering a variety of Inpatient and Outpatient services to Veterans at the medical center. The Clinical Nurse Educator (CNE) Registered Nurse (RN) Nursing Education & Research works collaboratively with many disciplines/departments to provide care and optimizes experiences. Responsibilities Collaborates with the Associate Nurse Executive Education & Research, Nurse Manager Nursing Education, Clinical Nurse Specialists Nursing Education & Research to develop Nursing Education & Research strategic education plan for Nursing Service staff. Assists to develop & review policies that will guide clinical practices. Assists to develop, update, & implement unit/clinic orientation program for new hire. Facilitate, coordinate, & lead development and completion of initial and clinical competencies and required education directives for unit/clinic. Conduct Donna Wright competency assessment annual training for ongoing competency evaluation & proficiency development of incumbent Nursing Service staff in collaboration with Nurse Managers (NMs) who identify high risk /problem prone/ low volume skills within their respective areas along with unit Clinical Nurse Specialists. Assess, plan, design, implement, coordinate, & evaluate educational offerings to improve competence of Nursing Service & other VASDHS staff. Collaborates with Clinical Nurse Specialist and NMs to develop initial unit Service Competency Folders (SCF) and to update & maintain SCFs. Provides education focusing on the unit/clinic Standards of Care, including patient safety, and promotion of positive patient outcomes. Coordinates with the CNS team to provide orientation and cross-coverage for all nursing inpatient and outpatient care units when appropriate. Assesses the educational needs in the units/clinics to meet all applicable regulatory and community standards of practice. Disseminates accreditation standards and ensures staff compliance with The Joint Commission (TJC) and other regulatory agency requirements. Provides ongoing staff education and communication regarding clinical care issues and various certification requirements. Develops and evaluates current standardized training for all nurses. Develops & coordinates preceptorship programs for Nursing students, newly hired staff, or individuals with clinical performance problems within Nursing Service. Identifies educational needs of patients, families & caregivers, provides needed information or makes appropriate referrals. Participates in interdisciplinary care planning &coordination of care to meet complex patient needs. Provides clinical consultation to Nursing Service and other VASDHS staff as needed with the Clinical Nurse Specialist team. Documents all direct care provided using CPRS, according to unit and facility policies & procedures. Completes electronic progress notes in a problem-oriented format when appropriate. Assists with the implementation of electronic patient care documentation, including the development of electronic templates or forms, the review and/ or revision of existing interdisciplinary or discipline-specific documentation, & training of staff in the transition to computerized inputting of data and electronic care planning & other patient- care related processes. Assists with the coordination & facilitation of the facility mentor & preceptor programs. Mentors VASDHS nursing staff with nursing leadership to develop leadership, mentorship, and preceptor skills. Incorporates evidence-based practice (EBP) and nursing research curriculum in Nursing Education & Research programs. Utilizes and disseminates current nursing EBP and nursing research data. Participates & facilitates unit-based care using evidence-based practice. Mentors & facilitates the nursing research and EBP process with Nursing Service staff and other VASDHS staff as needed. Serves as a consultant to all unit-based committees, & on other hospital-wide interdisciplinary task forces and committees as appropriate. Collaborates with nursing leadership in the selection & process for performance improvement projects. Serves as a resource and/or member to Nursing & Patient Care Services councils, facility wide committees, network, or national workgroups as appropriate. May serve in leadership position as chair, co-chair, consultant, or facilitator. Improves service/organizational performance by evaluating, monitoring, & reporting program outcomes. Develop and coordinate comprehensive inter-professional education, including new learning methodologies, including simulation learning, to promote quality education and hands-on training in an environment that establishes knowledge & skills prior to actual patient encounters. Serves as a VA Talent Management System (TMS) Administrator and Agent in Place. Supports programs as needed for new graduate nurses, student nurses, nursing Performs other duties as assigned. Qualifications Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. Grade/Level Scope Education Nurse I, Level I Delivers fundamental, knowledge-based care to assigned clients while developing technical competencies. An Associate Degree (ADN) or Diploma in Nursing, with no additional professional nursing required. Nurse I, Level II Demonstrates integration of biopsychosocial concepts, cognitive skills and technically competent practice in providing care to clients with basic or complex. An ADN or Diploma in Nursing AND 1 year of specialized nursing experience equivalent to Nurse I, Level 1 ;OR a Bachelor of Science in Nursing (BSN) with no additional professional nursing experience required. Nurse I, Level III Demonstrates proficiency in practice based on conscious and deliberate planning. Self-directed in goal setting for managing complex client situations. An ADN or Diploma in Nursing AND 2 years of professional nursing experience in which one year is equivalent to Nurse I, Level 2; OR a BSN and 1 year of professional nursing experience equivalent to the Nurse I, Level 2; OR a Master's degree in nursing (MSN) and no additional professional nursing experience; OR a Master's degree in a *related field with a BSN and no additional professional nursing experience. Nurse II Demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. A BSN with 2 years of professional nursing equivalent to Nurse I, Level 3; OR an MSN with one year of specialized nursing experience equivalent to Nurse I, Level 3; OR a Master's degree in a *related field with a BSN and one year of specialized nursing experience equivalent to Nurse I, Level 3; OR a Doctoral degree in Nursing with no professional nursing experience; OR a Doctoral degree in a *related field with a BSN with no additional professional nursing experience. Nurse III Executes position responsibilities that demonstrate leadership, experience and creative approaches to management of complex client care beyond the immediate practice setting. MSN and 2 years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Master's degree in *related field with BSN and two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Doctoral degree in Nursing with and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Doctoral degree in a *related field with a BSN and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III. *Note: Foreign education programs/degrees are not creditable as related degrees. Preferred Experience: MSN Preferred 3 years current critical care experience. ACLS. Critical Care RN Certification (ANCC or AACN). Demonstrated experience in coordination and facilitation of patient and staff teaching. Experience caring for and coordination of care for critical care patients. Experience in IABP, CRRT, Impella, Advanced EKG. Experience with development of critical care standards of practice. Documented evidence of ability to plan and execute orientation programs for all levels of unit staff. Documented evidence of ability to develop competencies, policies, and procedures. Understanding of Evidence Based Practice principles and demonstrated ability to mentor staff . Demonstrates flexibility in scheduling to meet program/unit outcomes. Evidence of program development.
