Responsibilities You will serve as a Land Surveyor and subject matter expert for in-house survey and mapping projects, in support of the Real Estate Division installations. Perform in-depth searches of legal records, survey records, civil cases, state files and land titles to obtain information about Navy and Marine Corps installation boundaries and federal legislative jurisdiction. Review, prepare and oversee preparation of maps, plats, legal descriptions, and reports. Review official land and water boundaries for deeds, leases, and other legal documents and provide expert witness testimony in a court of law. Utilize AutoCAD Civil 3D and ArcGIS Pro for preparation of maps and cartographic products for deployment to Navy Enterprise GIS. You will be responsible for assisting with statements of work and government cost estimate for contracted survey and mapping projects. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinate survey/mapping projects, such as preparing statements of work and estimates, negotiating survey cost for projects, and reviewing submittals; 2) Coordinate with other survey professionals and other disciplines for successful project execution; and 3) Assist in resolving issues or disputes regarding surveys and/or mapping, such as the measurement or determination of land boundaries, distances, elevations, areas, angles, and other features of the earth's surface. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successfully completed a degree in land surveying or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent. OR Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. My registration was obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Note: Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations Additional Information This announcement uses the Certain Personnel of the DoD / Modified Direct Hire Authority direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Recruitment incentives may be authorized to eligible new hires. Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable regulations. PCS is not authorized. A forty hour work week is typical of this position. This position is at the full performance level. This position is eligible for part time, full time or ad-hoc telework at the discretion of management. Physical Demands: The work is mostly sedentary. However, some walking and climbing is required when site surveys are conducted approximately 10% of the time. The employee may spend up to several hours per day working in front of a computer display terminal. Work Environment: Work is primarily performed in an office setting, with visits to survey sites approximately 10% of the time. The work during site visits, may involve moderate risks or discomforts that require special safety precautions. Employees may be required to use protective and reflective clothing or gear, such as masks, gowns, coats, safety harnesses, boots, goggles, gloves, hard hats or shields. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
